BD has no need for defer to Indian wishes as it borders the Bay of Bengal.
If India does not reciprocate, then expect this new route to be cut off.
Agreements can be made. Mutually beneficial agreements. It won't jeopardize our trade with Nepal or Bhutan.
India will reciprocate according to the economic benefits. If we can save time and money by going through BD. Yeah, we will allow increased trade. But if the transit to NE becomes expensive through BD. Well, you know.
