India army units' unusual movements spooked govt: report

Senior UPA minister behind coup report?

New Delhi: Even though the government has rubbished the news report on "unusual" movement of two elite Army units towards Delhi in mid-January, the issue seems to be far from over as another newspaper, Thursday, claimed that a senior minister in the UPA government was behind the suspected coup attempt story.

As per The Sunday Guardian, a senior minister was the ‘mastermind’ behind the story aimed at aggravating the ‘friction’ between the political establishment and Army Chief VK Singh.

Quoting sources, the newspaper claimed that the minister is connected - through his close relative - with the defense procurement lobbies, who have been at loggerheads with the Army Chief.

The minister expected the political class to unite against the Army Chief at the very mention of a Pakistan-like situation in India, the report said.

However, the minister miscalculated the response of Prime Minister Manmohan Singh, who called the troop movement story as “alarmist” and that of Defence Minister AK Antony, who slammed attempts to question the patriotism of the armed forces.

The minister had assumed that Prime Minister and the Defence Minister would decline to comment on the report, thereby increasing the pressure on Army Chief to quit.

The Sunday Guardian claims that a close relative of the minister in question has been regularly meeting with arms merchants and their lobbyists during his many visits abroad.

Dubai, London and Bangkok are the three locations where the arms lobbyists usually ‘entertain’ VVIPs from India, the report added.

However, the entire episode has posed serious questions about the extent of the reach of arms lobbyists in the establishment. A senior minister playing into the hands of arms lobbyists is a development which would reverberate in the political circles and cause further unease to the Manmohan Singh-led government.

Meanwhile, Intelligence Bureau sources told Zee News that Prime Minister Manmohan Singh has been informed that a group of lobbyists were trying to plant "alarmist stories in a bid to discredit the Army Chief".

The IB has told the PM that the row between the Army Chief and MoD has divided the Army in to two camps and brigadiers are almost functioning as "moles" leaking information to the media and the arms lobbies.

This is an obvious dig at PC and his son, Kartik, who knows far more many sleazy people and is far richer far more suddenly than it is seemly for the Home Minister's son to be. Caesar's wife must be above suspicion, but Caesar's son at least shouldn't have a trail of mud spreading behind him and mud all over his hands and feet.

There have been two camps for years now, I will take it upon myself to say for nearly fifteen years now, for those who can calculate and who know the succession of chiefs. It became acute during the last two tenures. The current chief was the principal survivor of the reform faction and it was hoped that in combination with Antony, they would clean out the beggars. Unfortunately, the bureaucracy backed up the conspiracy hatched several tenures ago to clear a path for several key candidates, and the whole tenure got messed up in the date of birth tangle.

Only with the new administration can we leave these behind and go forward.

I am asking why should we vote? just see the few choices for people in UP Mayawathi/Mulayam singh , Delhi Sheila/ Susma ,TN Karunanidhi/Jayalaitha , KA Deve gowda /Yedurrapa , YSR (now Jagan) in AP etc... now tell me whom do they vote for?(last time I caste my vote in 49'o').

In a democracy the ultimate authority rests with the people. Its up to you to go out and use your right to vote judicially. As the saying goes, "People gets the Govt that they deserves'.

IJust see the parliament ,it functioning like a vegetable market always our leaders(unfortunately) shouting ,jumping , tearing papers ,throwing mikes that made as playground. Whole world watching our parliament discussion but those a$$holes never thinking abt that as usual they behaving like monkeys without shame.

Then clearly you haven't seen the fist fights in South Korean/Taiwan Parliaments.

Judicial system is another hell which root of all evils , corruption which is omnipresent even you can't get birth/death certificates without giving bribe, multi-party system , lack of political will and many more.

Giving bribe is as much a crime as receiving it. Corruption thrives bcs there are always people who are willing to give bribe. Just say no to bribe as a whole and corruption will disappear.

I don't feel anything proud abt our democracy there is nothing in it to chest thumping.

Thats your personal opinion..but before saying that just for a moment think about our forefathers who spilled blood for our freedom and our constitution framers who prevented India from becoming a one party autocratic state. As I said before, just bcs we got our freedom on a silver platter we don't value it unlike the people in countries like Egypt, Tunisia, Syria, Myanmmar etc who are dying in their thousands for their right to freedom.

IActually we need disciplined govt. ,I think situation would be better under military rule.

Pls don't tell that to people living under AFSPA.

Cheap politicians like lalu ,Kalmadi ,Karunanithi ruled states for many years and they looted lot of money without dng nothing to people. If our political system is failed means better military can take over the country those people securing our borders and dying for our country they are best wen compared to cheap politicians.

The benevolent dictator is a myth...Snap out of it. Anyways you can always ask for AFSPA in TN(Assuming you are a Tamil) but leave the rest of the country out of it.

last thing one wants is nukes in the hands of terrorists.............. this indeed would be a serious threat, not just to neighbours but to the whole world............ what would be more scary is if these elements have alreadt infiltrated the army........

You must understand something. The nuclear command and control of India is disbursed. The authorisation for employment of nukes will come from civil autorities of the day but the ultimate assembly and deployment is tiered structure of military personnel and has various components each of which will have to be in concert in order to penetrate the security. In addition each of the personnel are observed and perpetually under scanner. So very difficult to really co-ordinate large scale activities without anyone noticing which is required for nukes to be deployed in Indian scenario. Eg is the core is somewhere else and the trigger mechanism somewhere else. The two are at great distances apart and the same have to move over large areas in short time span in order to be mated. with such kind of situation no one can move anything without a proper authorisation invoice as they are usually air transported to be quick. Other ways of transport is impossible to be undertaken in short time frame.

I have to agree with u there...... The so called Karthik is suddenly coming to light in TN has raised so many questions. It is pathetic that Hon' Home ministry has to see person like PC.

+ the nuclear weapons of India are controlled and operated by a completely separate body the Strategic Forces Command- SFC (a civilian organisation)

One point here. The SFC is the nodal triservice command and control agency working under NSC and COSC and is composed of military personnels ONLY. Its not a civil organisation.

In addition their only concern is adm and logistics of the various components. In addition the tiered control and command structure overlaps with authority of individual COS of the arm concerned like for AC the Chief of Air Staff etc. The true deployment of a nuke by India entails various components of military and civil establishment acting in concert.

ONLY and here I stress only those nukes in ready to launch mode are under direct control of SFC and that too the authorisation is under NSC (read PM) and even the exact locations are not intimated to everyone.

No.

The fact is inspite of Army not being a democracy strangely Indian Army too behaves like democracy!! One can actually challenge an order now if the order s ridiculous!! Its no more the organisation of blindly following orders. This has enabled indian army to evolve into an organisation which has thinking soldiers and not mules.

In light of the same there are few isolated examples of people in army not agreeing with COAS's policy to hang everyone involved in corruption due to own vested interests (read they too want to make money in similar position and eradication of corruption is uncomfortable to them). So there has to be some opposition to him too. Thats all.

IIRC the different generals that command the different commands are law unto themselves and are under no obligation to follow COAS.
