May be you should consider improving your comprehension skills.

You can buy APG-83 for your F-16s but you cannot buy the tech to make it by yourselves.

I just did with an example in my post that you quoted.

Buy Technology = Buy Technology through a product or a license to use a product (with terms and conditions - End User Agreement)

ToT = Transfer of Technology to the customer = Enable customer manufacture and/or enhance the product by themselves.
