Rest of india is first world. Kashmir is dirt poor. I agree, outside of kashmir, theres no corruption, unemployment has been virtually eliminated.

Consider a few points;

• India thought it can suck up Kashmir and no one will speak about it. Their calculations have fallen falt on them. Further actions taken by Pakistan in India will be an extension to the dispute instead of interference in the Indian state. That is a big gain.
• Kashmiris are announced as NOT Indian citizen as India wanted them to be seen.
• China has stepped up its dispute towards India in addition to supporting Pakistan. Pakistan and China took this case to the UN and it is a big gain that instead of China being passive support, China is a party to the dispute.
• Neutralish countries who had to choose between Pakistan/India can now take UN stature and refuse to give India any support.
• In the upcoming Pakistan India war, Kashmiris will be a party and it will not be just Pakistan against India, and we all know where Kashmiris stand.
• Following Shimla Accord a choice that Pakistan can make in the favor or against. Pakistan can now refuse to follow it which means Kashmir won't be a bilateral dispute and India will be left with no excuses.

And numerous more gains are available that Pakistan can capitalize on.
