Foreign Tourists Arrivals and Safety of Foreign Tourist


The number of Foreign Tourist Arrivals in India during 2012, 2013, 2014 and January-June 2015 were 6.58 million, 6.97 million, 7.68 million and 3.85 million (provisional), respectively.


‘Public Order’ and ‘Police’ are State subjects as per the Seventh Schedule of the Constitution of India. As such, prevention of crime, including crime against foreign tourists is the primary responsibility of the State Governments/Union Territory (UT) Administrations.


Ministry of Tourism does not compile data on crimes, including crime against tourists. However, in order to ensure the safety and security of foreign tourists, Ministry of Tourism has taken following steps:


i. The Ministry of Tourism, on a pilot basis, has set up the ‘Incredible India Help Line’ to guide the tourists.

ii. Adoption of code of conduct for Safe and Honourable Tourism, which contains a set of guidelines to encourage tourism activities to be undertaken with respect to basic rights like dignity, safety and freedom from exploitation of both tourists and local residents, in particular women and children.

iii. All the Chief Ministers of the State Governments and Administrators of UT Administrations have been asked to take immediate effective steps for ensuring a conducive and friendly environment for all tourists and also request them to publicize the steps being taken/proposed to be taken to increase the sense of security amongst the present/prospective visitors and also to counter the negative publicity, if any.

iv. In the wake of some unfortunate incidents involving foreign tourists, Ministry of Tourism has also posted an advisory on its website www.incredibleindia.org.

v. Guidelines on Safety & Security of Tourist for State Governments/UT and Tips for travellers have been formulated in August 2014 and circulated to all State Governments and UTs. These guidelines have been issued with an objective to help/provide direction to the State Governments and UT Administrations in formulating guidelines for tourist safety and security. The guidelines also includes ‘tips for travelers’ and cover the following:


o Precautions to be taken during pre-travel arrangements.

o Travel information on calamities/situations by the State Government.

o Identifying, locating tourists in times of emergency.

o Government communication and inter agency coordination.

o Regulations of service providers (Transport Services, Accommodation Sector).

o Regulating leisure and recreational services including adventure sports.

o Address insolvencies and dispute settlement.

o Enforcement.

The highest number tourists were from USA (41.71 per cent), followed by Australia (9.67 per cent) and Germany (7.21 per cent). Other significant arrivals were from Canada (4.86 per cent), South Korea (4.29 per cent), France (3.38 per cent), Singapore (2.73 per cent), UAE (2.70 per cent), Russian Federation (2.53 per cent) and Mexico (2.47 per cent)
