Incentives for encouraging consumers to install Hybrid Solar Systems

I am currently in the process of finalizing a solar system for myself... during my search i have always wondered why the government or the GENCOs/DISCOs are not encouraging people to install hybrid solar systems... i do understand that the potential of kickbacks or mishaps is very high with this idea but with proper guidelines and smart meters this can be made practical... you can ask residents of a particular locality for their interest and if a certain percentage of people agree then simply let them install their systems within a certain time frame... the discos/gencos wont need to pay the customers as the smart meters can simply reverse their readings and the difference of the electricity consumed - electricity supplied will be the monthly bill of the consumers... the real benefit of this strategy will be in the months of Nov-Dec-Jan when the hydro power is at the lowest..
Comments are welcome... but before you do so please note that i have suggested above a hybrid solar system and not the off grid or the on grid solar system

It is a good idea but unfortunately our Leaders dont have any interest in Nation building or economic growth. They are more interested in minting the nation as much as they can so that when the next election comes they will be ready to buyout their constituencies once again ..

On the Hybrid Solar system front: be careful when you purchase the PV Panels. Make sure each panel has a test certificate and manually check the Peak Power rating before you hand over the cash. There is too much fraud in the market. 90% of the retailers dont know Jack about this. So you might be buying broken, faulty or inefficient panels. For inverter always get a PURE SINE WAVE inverter and do not compromise on this. A MPPT Charger with 30-50% more capacity than the load is best. Gel battery with 5-7 years life will be expensive initially but will last long and be cheaper in the long run. wow... thats an unexpected advice and that too the perfect one.. something that i learned after a few weeks of research... should have posted this before as this could have really saved much time... thanks raazh... much appreciate it :)
I am currently learning the technical terms related to different PV panels... for inverters i have shortlisted a few companies with hybrid options.. which are all Pure sine wave and not modified ones.... PV panels will give me a bad headache.. i know :(

The only thing I know about the Government incentives is they don't charge any custom duty or taxes when you import from foreign nation. They want to keep the price as low and possible and cannot subsidise it due to lack of funds so the only thing they are doing is giving you an ease to import from anywhere in the world as long as you have money

If anybody knows of a place/vendor who can provide me a hybrid inverter of a capacity bigger than 3kw... then please do let me know... all i can find is infini by Voltronic which is a 3kW system...i need at least a 4kW system
