Not exactly, since this was the practice of preachers who came from Persia, Arabia etc.
There was very little xenophobia unless it was ignited by external or internal factors.
No I'll give you another example. Leaving Islam aside, In India it's not very hard to find Jains or Buddhists or Sikhs in Hindu temples just like their Monastery or Gurudwara or Derasara be filled with Hindus.
But if you go to Lebanon (an Arabian country where neither Muslims or Christians have clear majority) you won't find Christians in Mosques or Muslims in Churches.
So the culture definitely has a role to play although I'm denying that flourishing Islam in subcontinent owes a lot to Sufi saints.
