So he is admitting that Brigadiers (Brig in ISI are responsible for a whole province to keep it simple, they aren't some lowly Maj or Capt), are going willy nilly and doing things apni marzi say and there is no concept of discipline or law?

It is clear that a thorough investigation and trial are necessary to identify those responsible for the atrocities and political interference in Pakistan. The recent statements from Pakistani generals suggest that they are becoming aware of the potential consequences of their actions.
