KPK police is miles better and I can honestly say because of the reforms in 2013 they conduct themselves much better.

The problem with Punjab police is they are under military/establishment so there is nothing they can do about it. They are given orders and they have to follow it. Unless and untill GHQ's influence in day to day Pakistan not downsized this will continue.
