Pakistan Tehreek-i-Insaf Chairman Imran Khan on Monday unveiled his party's much-awaited manifesto for general elections 2018, announcing that he would turn Pakistan into a welfare state if voted into power.

Titled "Road to Naya Pakistan", the manifesto is composed of seven chapters and explains in detail the PTI's agenda for the next government.

One of the primary points of the manifesto, Khan said, is to turn Pakistan into a Islamic welfare state — a model the principles of which he said are also followed in Scandinavian countries.

"We will make the National Accountability Bureau (NAB) autonomous and pursue all cases of corruption," Khan said. "We will empower the people and devolve the power to the village level.

"We will introduce a non-political model of policing like the one in Khyber Pakhtunkhwa to the rest of the provinces as well. And to ensure that Pakistanis get instant and quality justice, we will introduce comprehensive judicial reforms."

Khan outlined the major issues of all the regions and vowed to resolve them. "We will bring prominent changes to the administrative structure in Karachi; ensure successful completion of Fata's merger with KP and will allocate specific funds for it; promote politics of understanding in Balochistan; raise the movement of south Punjab province, and empower Gilgit Baltistan."

The PTI chief further said that his party would boost the economy by creating 10 millions jobs and promoting small-to-mid-level industries. "We will make Pakistan business-friendly and turn the China–Pakistan Economic Corridor (CPEC) into a game-changer by enhancing bilateral relations."

Khan also talked about water preservation via the building of dam, which he said would make the agricultural industry profitable for the farmers.

The manifesto, he said, also has plans on introducing educational reforms in schools, religious seminaries and vocational centres.

PPP was the first among the major political parties to share its manifesto, followed by PML-N.

Khan said that his party would safeguard national security and defeat the terrorists' narrative, human resources, finances and weaponry to tackle the internal threats the country faces. However, he said that in order to curb the proliferation of arms and ammunition at international level, the PTI government would also invite India for strategic discussions.

He also delineated his party's environmental agenda, saying that they would "plant 10 billion trees to tackle environmental changes."

It's brief anyway, each section is already a summary and has more content on vision rather than policy detail.

Key points I'm seeing so far:

• Repeat the successes in KPK, and implement on a national level, there's mention of police reform, justice, education and health budget achievements in KPK.
• There are some very vague points aspiring to keep media independent, increase accountability of government, more local powers.
• A lot of this manifesto discusses depoliticisation of various agencies and services.
• Energy policy barely mentions much, except coal, and some ideas regarding fixing of delivery and transmission.
  
• Talks about integration of FATA.
• There are pledges to build 5 million new homes, but this includes quite sensible policy detail about supply side reform and encouraging home building. Also discusses urban housing and regulation.
  
• Includes policies for gender parity, improving girls schooling, inclusion in police forces etc.
• Talks about South Punjab as a province, no policy details or strategy, mostly discusses problems of the South and mismanagement.
• Creation of 10 million jobs, but no details here. Does mention strengthening employee welfare and fair treatment, increased regulation.
• Increased finance for citizens and business, as far as I can see, this is mostly just giving SBP related goals of increasing bank deposit base.
  
• CPEC section, nothing new or interesting here.
• Tourism drive, there are some details here, but whether or not these work out will be suspect. Almost any party can write the exact same, I hope there's more planning to follow up.
  
• The IT sector policies are very solid and very detailed.
  
• Aims to increase tax base, cut down avoidance, and boost direct taxation and to move away from indirect.
• Often mentions 'ailing infrastructure', talks about this being an issue for textiles and exports. Also talks about lobbying for GSP and other export oriented policy drives.
• On agriculture, again they're focusing a lot on supply side, but also subsidies and access to finance. The rest of the policies in this section seem vague.
  
• Water policy as far as I can see, there's nothing new or interesting here, the pledges are good, but details are low. For instance, it talks about building small dams, feasibility studies etc. But as with the rest of this manifesto, no details, dates, budgets.
• Their social welfare policies are far more substantial than other party manifesto I've seen past or present. But the goals are equally lofty. The healthcare policies are solid, but under the label of 'universal health coverage', this seems like an unattainable target.
• Education policies are doable and good, but nothing macro level. Rest of the social welfare section, on youth, clean drinking water isn't exactly policy.
  
• Climate change policy includes many bullet points, but no details, just lots of pledges. Only real detail is the tree planting plans they plan to expand.

The rest of the manifesto doesn't seem substantial, mostly either vague, or ideas already stated by every other party too.

On its outlook every manifesto appears to be good and appealing...one should look into the fact if the given party has candidates of merit to fullfill this manifesto and their past track record as well..on pure basis of manifesto..PMLN, PPP, PTI, etc are all good parties..but bigger question is what they have delivered and how do they plan to deliver??

Good manifesto. I hope they work on implementing this with diligence. If they manage to do that then Pakistan of 2023 would be much better than Pakistan of 2018.

Stupid manifesto. We don’t need to follow the Scandinavian model. The Muslim world, especially the Arab world, desperately needs libertarianism, laissez faire and absolutely free markets with extremely low taxes, that is the future. Socialism has bankrupted and destroyed Europe. The State has to be reduced in power and scope.
