Imran Khan’s flawed logic on the war on terror


Imran Khan’s Tehreek-e-Insaaf is against Pakistan’s role in the war on terror. Several times, Imran has said that terrorism is directly related to our alliance with the US. His main points for opposing the war on terror are: 1) Suicide bombings are a reaction to drone strikes. 2) There was no violence from militants in the country prior to February 2004, which is when the military entered Fata. 3) The people of Fata support the Taliban because they are convinced that it is a movement led by freedom fighters. 4) The Pakistan Army ranks do not want to fight an unjust war and have been surrendering in large numbers to small groups of Taliban. 5) Peace can be restored, through dialogue, within 90 days. 6) There were only 800 al Qaeda terrorists hiding in Pakistan and 7) to appease the US and for the sake of earning some dollars, we have put our country’s security and integrity at stake.

Plainly put, Imran has got some facts on the war on terror wrong. The army entered Fata in 2001 and in South Waziristan in 2002, and not in February 2004. Dialogue with the tribes was initiated in 2002 and not in 2007. Since he is not aware of the number and kind of operations conducted by the army, therefore, Imran Khan thinks that the army is unwilling to fight the militants and has surrendered in large numbers to small groups of Taliban. Those army officers and those of other ranks, who have fought these terrorists bravely, are aware of their real agenda. Except for one incident, no army soldier has ever surrendered. Officers and men, who are practicing Muslims, know that they are fighting a just war aimed at defending this country from terrorists who want power and implementation of their brand of Islam through brute force. The figures of civilian casualties, in drones strikes, are also being exaggerated. Most of the tribal people are in favour of drones as most of the casualties are those of terrorists and the collateral damage is insignificant.

The rise of the Taliban in Afghanistan, directly contributed to religious extremism in Fata and Khyber-Pakhtunkhwa (KP). In November 1994, the Afghan-Taliban captured Kandahar. The same month the Tehreek-e-Nifaz-e-Shariat-e-Muhammadi initiated a movement for the implementation of Sharia in Malakand Division. Within no time, armed militants took control of the whole of Malakand Division. A sitting PPP MPA was shot dead. Men were forced to wear watches on their right hand and traffic was made to ply on the right hand, the left being un-Islamic. It took Frontier Corps more than a month to dislodge militants and regain control of the area.

In September 1996, the Afghan Taliban captured Kabul. Many tribal and other Pakistanis formed part of the Taliban fighting force. In 1997, a small Taliban force started operating in Orakzai Agency. In 1998, the Taliban emerged in North Waziristan Agency and by 1999 they were in control of Mirali. By 2000, the Taliban had spread to Bajaur and some other parts of Malakand Division. As early as 2000 in Peshawar, force was used by militants against cable operators to stop their operations. An organised movement was run against NGOs. A maulvi from Dir issued an edict that any NGO woman found in the area should be apprehended and taken as a wife.

In the aftermath of Nato’s invasion of Afghanistan, following 9/11, all militants belonging to al Qaeda, the IMU (Islamic Movement of Uzbekistan), jihadis, sectarian outfits and other terrorists crossed over from Afghanistan and took refuge in Fata, and other parts of Pakistan. The jihadi organisations and some local tribal people provided them a support system.

The government responded in 2002. Local tribes were engaged in dialogue and persuaded to expel the foreign militants from their soil. Operations were only launched once the tribal jirgas expressed their inability to deal with the militants. From 2004 to 2009, numerous peace agreements were inked with various groups of militants. Each time these were violated; the Taliban used these deals to increase their strength and fighting potentials. The PTI can only achieve peace in 90 days if they strike a deal with the Taliban that they can rule tribal areas and part of KP without any interference from the state. There will be no terrorist activities after that except that, the Taliban will eventually want to expand their rule to the rest of Pakistan.

When they threaten the livelihood of people. Would he cede to their demands and surrender entire Swat, KPK and beyond to them?

Only time will tell.

well the solution to TTP is enforcement of laws into lawless tribal area..ofcourse the tribal leader will oppose it as this would destroy their domain but we have to see the poor genral population.

Mr for your information Tribals became part of Pakistan on the condition that no law of Pakistan will be applied in that area if you can think You can fight them go ahead 1000 more years and they will be still fighting

FATA is a part of Pakistan and the tribal heads should dump their stupid stance and accept the writ of the state. Common people in FATA should kill the tribal heads and abolish this stupid , med evil system ASAP even if it takes till the end of universe Pakistan should continue unless people change.

What i do believe is that his contribution to Pakistan and to social works/philanthropy is much more than any contribution to Pakistan and humanity given by the current lotas sitting over there in Islamabad

These "tribal lunatics" have always been very patriotic Pakistanis. In 1948 when India attacked Kashmir and Pakistan had no army worth it's name, these "tribal lunatics" went ahead and captured Azad Kashmir and Baltistan. With India's pro-Afghan policies having their effect, when the Afghan army snuck nearly a thousand soldiers to create discord in Waziristan(expecting the locals, who were fellow Pathan, to be on their side), it was these Pathan tribesmen that kicked them out - this is a little-known fact from our history.

And when India crossed the International Border with overwhelming force in 1965 and the situation in Lahore and Sialkot became desperate, these tribesmen gathered in Lashkars(militia) and offered to lay their lives down for Pakistan.

Some people support Musharraf to the point of fanaticism, but he was a dumb idiot for attacking Waziristan to please the US. Even during the British occupation, this area cost the British more lives than anywhere else. The more people killed, the more people rose up against them(Pakhtoonwali code of honor - death of a family member is avenged).

And this article is a little dishonest, as many Express Tribune articles tend to be. Yes, there were Tableeghi movements in Waziristan wanting Islamic law in the area(the area and the inhabitants being a deeply religious/Islamic), but these well-supplied militants armed with the latest weapons only arrived after the US invasion. Saying this area had "taliban" long before the US came is wrong, there is a difference between Afghan "taliban"(they don't call themselves that) fighting for their freedom inside their own country, and these "pakistan taliban" who refuse to fight the US but attack women&children by bombing shops and public places in Pakistan. These militants get their supplies from the US, and US-backed Indian presence in Afghanistan. These militants have thousands of people who need to be fed three times a day, clothed, every bullet they fire needs to be supplied; this requires a massive supply-line. This supply-line came from Afghanistan(Chinese media has openly reported on this). With the US experiencing supply problems in Afghanistan, these militants have *also* been experiencing supply problems, and for the first time, are very keen for peace. When these "pakistan taliban" kidnapped Col. Imaam(who had trained the Mujahideen in the 80's and had been Mullah Omar's teacher), Mullah Omar sent a delegation to request that the Col. be released, but these "taliban" refused. So clearly, these are not the same "taliban", as the author implies.

So Imran Khan is not wrong in saying this militant problem started when we joined America's "War of Terror". The American media focuses on these militants way too much, and their propaganda spin is always saying Pakistan is fighting an internal civil war and our nukes could fall into militant hands anytime(creating a background story, to justify themselves if they do move in to remove our nuclear assets). We do need to get out of this war - it is America's war and not ours. We've had thousands of blastsever since the US came in and started sponsoring all this terrorism here, before the US came, we had had ONE single suicide blast in Pakistan, ever(and that too, was an Egyptian who tried bombing the Egyptian embassy in Pakistan). So Imran Khan is right about us needing to get out of this war. IK says we need to disengage, essentially pay blood-money to people who's family&relatives we've killed and who are fighting us because of that, and identify and root out the real militants and take them out.

Second dishonest thing in this article is - it mentions that a number of peace deals have been made but they were all broken. Yes they were broken, but broken by WHO? That implies that these peace deals were broken by "the other side", whereas, even the Army Chief himself mentioned during the all-party conference late last year, that these deals were never broken by the tribals but always by our side, either due to American drones killing people who'd made peace deals with us, or Pakistan directly reneging it's agreements due to US pressure.

Sir they never have accepted any one writ Sir they live with their own styles and if you will use military and try to impose your will and writ they will hit back and their stamina can make them fight for next 1000 years which no normal Armed Forces can do talking to them is the only option left

it would be prudent to add that the retired Brig. is right that Pakistan Army - no holds barred - has and is serious about not only fighting terrorism in Pakistan and that when engaged - they will fight the enemy till no end. That should be clear to all.

With that said, the lack of governance (especially in the insurgency hit FATA) is what is really to blame. When the elected governments do their role as well to help establish writ of state, then majority of the problems will be solved.

Ultimately in conflicts like these, there has to be a synergy existing between the 2. During the APC held between Army and Govt/coalition officials, I believe the COAS made this very clear. Army's done it's part, now the civilian leaders must also show they are serious.

FATA has always been a semi autonomous region but it's wrong to say they never accepted any writ. Govt. simply had no will to do so.


FATA is much more connected now to the rest of Pakistan simply because many more people from FATA now live in settled areas of the country, since the better schools/clinics/services/jobs are there.

I think you haven't read the article completely. The author clearly mentions that attempts were made to reconcile over time. Any development such as schools, roads, women empowerment, health care and etc were declared un-Islamic by these 'tribals' they murdered NGOs, government officials and FC troops. Used this excuse to manipulate people and destroyed any sort of development in the area. These are the same people who have declared polio vaccine provided free of cost by government as 'haram'.

The author rightly asked several questions:

If you cede to their demands and surrender areas such as KPK, Swat and beyond. Would they stop at just that? what will Imran Khan do? sit back and watch the country descend into chaos?

Why are those laws applicable on me and you? what's the need of the so called 'constitution' when it's not applicable on these areas and only on urban population?

Prior to 2002 this area was NOT in Pakistani control. These criminal 'tribals' had established complete control. The government had to establish some level of control to enforce PAKISTAN's laws on these barbaric inhumane lawless lunatics. Read the article on what the area was like. These people were spreading in to other areas of our country enforcing their inhumane laws.

They used PAKISTANI land to spread menace around the world. Yet, we do nothing?
