All Armies of world teach to not follow orders of your superior if it is unethical

Beating up of Political demonstrators on May 25th which included elderly and Women on streets was not an act which many Pakistani citizens have forgotten

If in the middle of tense faceoff , and aftermath he may have mumbled anything extraordinary , the man has no prior criminal history

A simple , review and warning issued should have been sufficient
