As far as I know, liver hemangioma is not considered a critical condition. Its a benign tumor and left alone as is. I also don't believe that patients undergoing liver surgery die on the spot. You better seek a second opinion.

yea but when it increase its size it is dangerous . we heard and also found on net that any size over 5 cm have strong possibilities of rupture any time and already his size is 7.5 cm in one side and one or more very small size in other side . second option other then operation is liver transplant .

ILBS in New Delhi is a very highly specialized institute set up by the GoI for researching and curing liver diseases. It might be the best choice among the govt run hospitals (which will be a lot cheaper than private ones.) Their website has all the information and contact details for international patients.

This is the best hospital for cancer in Toronto, try it see if they will help, every hospital in Canada has a fund called herbe fund which is collected all year around to help cases that cannot afford the treatment.

for Liver and Kideney related diseases CMC Vellore is among the best. It is also cheaper than Private hospitals. You can also try Narayana Hrudayalaya Bangalore.

Fortis Kolkata is also good.

It is benign most of the time,
Instead of trying surgery i suggest the latest state of art technology.
Using High Intensity Focussed Ultrasound waves called"HIFU".
This is the newest technology which uses sound waves to kill cancer cells instead of surgery or radio therapy.
Since Liver Hemangioma is benign the outcome will be much better in Solid organs instead of hollow organs like lungs,intestines etc.
They have a centers all over china but the best place to go is to Chongqing,China since it is where it began.
