PM to visit Odisha and Chhattisgarh on September 22
The Prime Minister, Shri Narendra Modi, will visit Odisha and Chhattisgarh on September 22, 2018.
At Talcher in Odisha, he will unveil a plaque to mark the commencement of work for the revival of Talcher Fertilizer Plant. This is the first plant in India which will have a coal gasification based fertilizer unit. In addition to fertilizer, this plant will produce natural gas, thereby contributing to the country’s energy requirements.
The Prime Minister will then travel to Jharsuguda, where he will inaugurate the Jharsuguda airport. This airport shall bring western Odisha on the aviation map of India, and facilitate regional air connectivity through the UDAN scheme.
The Prime Minister will dedicate the Garjanbahal coal mines, and the Jharsuguda-Barapali-Sardega rail link to the nation. He shall also unveil a plaque to mark the commencement of coal production and transportation from Dulanga coal mines.
The Prime Minister shall then arrive in JanjgirChampa, in Chhattisgarh. He will visit an exhibition on traditional handloom and agriculture. He will lay the foundation stone for national highway projects, and the Pendra-Anuppur 3rd railway line. He will address the gathering.

Text of PM’s address at the laying of foundation stone of Talcher Fertilizer Plant, Odisha.
मंच पर विराजमान उड़ीसा के राज्यपाल प्रोफ़ेसर गणेशीलाल जी, राज्य के मुख्यमंत्री, मेरे मित्र श्रीमान नवीन पटनायक ही, केंद्र में मंत्रिपरिषद के मेरे साथी श्रीमान जुएल ओरम जी, श्री धर्मेन्द्र प्रधावन जी, संसद में मेरे साथी श्री सतपति जी, यहां के विधायक ब्रजकिशोर प्रधान जी, और प्यारे भाइयो और बहनों।
इसके बाद मुझे एक विशाल जनसभा में बोलना है और इसलिए मैं इसकी विस्तार से चर्चा यहां न करते हुए बहुत ही कम शब्दों में इस शुभ अवसर का, इसके प्रति मेरी प्रसन्नता व्यक्त करता हूं और समय-सीमा में इस प्रोजेक्ट को पूर्ण करने के संकल्प के साथ मैं संबंधित सबको बहुत-बहुत शुभकामनाएं देता हूं।
एक प्रकार से ये पुनरोद्धार का कार्य करने का मुझे सौभाग्य मिला है। कई दशकों पहले जो सपने बुने गए थे, लेकिन किसी न किसी कमियों के कारण वो सारे सपने ध्वस्त हो चुके थे। और यहां के लोगों ने भी आशा छोड़ दी थी कि क्या इस प्रोजेक्ट को, इस क्षेत्र को पुनर्जीवन प्राप्त हो सकता है क्या?
लेकिन हमने संकल्प किया है देश में नई ऊर्जा के साथ, नई गति के साथ देश को नई ऊंचाइयों पर ले जाना है, और उस संकल्प को पार करने के लिए ऐसे अनेक वृहद प्रोजेक्ट्स, अनेक वृहद योजनाएं, अनेक वृहद initiative, उसमें भी ऊर्जा चाहिए, उसमें भी गति चाहिए, उसमें भी संकल्प शक्ति चाहिए। और उसी का परिणाम है कि करीब-करीब 13 हजार करोड़ रुपये की लागत से आज इस प्रोजेक्ट का पुनरोद्धार का कार्य यहां प्रारंभ हो रहा है।
पूर्णतया हिंदुस्तान के लिए ये नई technology है। Coal gasification के द्वारा यहां के इस काले डायमंड को एक नई technologyके द्वारा न सिर्फ इस क्षेत्र को; देश को भी नई दिशा मिलने वाली है। देश को बाहर से जो गैस लाना पड़ता है, बाहर ये यूरिया लाना पड़ता है; उससे भी मुक्ति मिलेगी और बचत होगी।
इस क्षेत्र के नौजवानों के लिए ये रोजगार का भी बड़ा अवसर है। करीब साढ़े चार हजार लोग इस प्रोजेक्ट के साथ जुड़ेंगे और इसके कारण उसके surrounding भी बहुत सी व्यवस्थाएं विकसित होती हैं, जिसका लाभ यहां मिलेगा।
विकास की दिशा कैसे बदली जा सकती है- नीति साफ हो, नीयत देश के लिए समर्पित हो, तब फैसले भी उत्तम होते हैं। हमारे देश में नवरत्न, महारत्न, रत्न- ऐसे कई सरकारी PSU’s की चर्चा हम सुनते आए हैं। कभी अच्छी खबर, कभी बुरी खबरें आती रहती हैं। लेकिन उनको मिला करके, एक नवशक्ति बन करके कैसे किसी प्रोजेक्ट को आगे बढ़ाया जा सकता है, ये एक नया उदाहरण देश के सामने होगा कि जब देश के इस प्रकार के रत्न इकट्ठे हो करके, महारत्नइकट्ठे हो करके इस प्रोजेक्ट की जिम्मेदारी लेंगे और उन सबके expertise, उन सबका धन इस काम को लगेगा और उड़ीसा के जीवन को और देश के किसानों की आवश्यकताओं को पूर्ण करने का कारण बनेगा।
मुझे बताया गया है, क्योंकि मैं ऐसे projects में जाता हूं तो मैं पूछता हूं कि production की date बताइए। उन्होंने मुझे 36 महीने बताया है। मैं आपको विश्वास दिलाता हूं, 36 महीने के बाद मैं फिर से यहां आपके बीच आऊंगा और उसका उद्घाटन भी आपके बीच करूंगा। इस विश्वास के साथ मैं फिर एक बार मुख्यमंत्री जी का हृदय से आभार व्यक्त करते हुए इस मेरी वाणी को यहां विराम देता हूं।
