OIC may not be much but it has the potential to be much more. The countries work within the constraints of their individual realities which are changing with time.

The focus should initially be on improving Economic cooperation and development within the member countries. Maybe the more resourceful of the members could pool together resources for acquisition of key technologies.

There are many avenues of cooperation that can be worked upon atm even if the military side isn't feasible now.

A friend need not attack your enemy to be useful. They could be just as useful by helping you get stronger to be able to defend your self.
