Deciding land sovereignty is beyond the jurisdiction of ICJ, and UN with all its components is a joke nowadays. This is why the resolutions don't matter anymore except in narrative, a narrative which is only known to whom it is relevant i.e. Pakistan and Kashmir, no one else knows or cares.
Meanwhile, Chinese helicopters or soldiers going into the border some kilometers does not display intentions at all. What displays intentions is what happens on the LOC, and nothing like that happens on the LAC. China believes in military intimidation but by action they do nothing, if they could, Taiwan would be the first thing they would work on.
And Nukes are no option.
All matters can still refer be referred to ICJ be it land or so if UNSC so seeks its opinion. UN can set up special tribunals to investigate and decide for any case. Anything that's between two sovereign states can be taken up by the UN albeit without the power to implement it.
China will do anything if it will be forced to do it. Note the timing of intrusion of their helicopter - when China's trade made to suffer and India serving as a mouthpiece of USA recently. This translates that China is frustrated.
China does not think like India holding onto a piece of land which if it amicably resolve with its neighbor shall pay her back multiple times the amount of Kashmir in cash in a mere 20 years resulting from cheap energy imports from Iran and Central Asia, giving India trade routes to Central Asian Republics, and Middle East and giving its workforce explore job markets of the same due to increased people-to-people contact which results out of it. China has already followed this wisdom & it has economically taken over Taiwan decades ago.
