The first step is better and more efficient coordination between all Forces and their agencies, that means we need a command and control Center where all Information about terrorism of any art is analyzed and saved in a Database, from this Center we can take than decisions how and where to raid! At this moment such things do not exist in Pakistan, for example, CTD Home Base in Karachi looks like a Bazaar Hotel, it is bombed and ill-equipped! All civil and military agencies are not live connected 24 hours, so we have a huge lack of communication and cooperation with all Agencies and Forces. Without an efficient communication, comes lack of cooperation and so the unsuccessful operation! The First thing before we fire bullets or send Forces or bomb anything, we must bring all This Forces and Agencies under one command and Control, of course, if necessary all Organisations can work independently , but when we want to start a country wide search and destroy operation, we need something like the PENTAGON, GHQ OF Pakistan Army can't handle and control ALL AGENCIES AND FORCES ALONE: Bottom line is-> build a modern and efficient command and control organisation with retired Staff from the Forces and young motivated personal from the Universities. Digitalisation and modernizing of all main Force and Agency Bases should be the start up, then continue to equip the Forces and Agencies with High Tech surveillance and detecting equipment, countrywide same payment for active Personal in Police and same for Shaheeds, why shaheeds in KPK get less than in Punjab...... @Signalian First we need a renovation, modernisation and drastic overhaul of all the organisation, which you have named here, quality and cooperation between all Organisation is the key to success.

Who said Pakistan has played fair? Who decided? You?
Because we see as Pakistan being the snake that bites when we don't look. Mumbai massacre and Kashmir terrorist attacks in our definition are the very essence of hitting below the belt and targeting civilians.
In fact, it is India which is not aggressive enough against Pakistan. Because our public pressure prevents Govt of India from responding to Pakistan in the same way that Pakistan behaves. You are lucky. Things will change though. We will become aggressive slowly.
