He is requesting the POLICE to clear the ILLEGAL blocking of the road in Saheend Bhag or he would be forced to implement the Law since the police is unable to do it.

Those doing ILLEGAL activity like blocking Delhi road are the one instigating a Riot. That much is common sense. They are the one's who should be arrested and hopefully they will be arrested.
