Actually sedition laws are of three types - disaffection against state, acts and words against Constitution and sowing enmity between groups based on identity.

My personal opinion is that the second and third may be used wherever applicable, but the first should ideally be repealed as it tends to stifle criticism of the government which everyone should be free to do.

None of this is applicable to the Maulana though. He is equally culpable no matter which way one sees it.
