The ICJ is the primary judicial branch of the UNO, which is spearheaded by UNSC, each of whose members are empowered to exercise their VETO power.
So its not a violation per se.
Example: the High court is always overpowered by the Supreme court.
This is not about veto, ICJ still have no say in our domestic and matters pertaining to security.

What Vienna says about spies? As far as I know, same does not fall under such category. ICJ cannot use its power in case of KY against Pakistan.
