ZA Bhutto tried setting up a "civilian" national security council and that plan failed miserably

& military some time leave shyt on democratic government!!!
Holding under military is like giving clear rout for taking over civilian government, loose control over military plans & deliberate ambitions. It means unstable life circle of state governance with military interference. Why ZA Bhutto's plan was failed? not difficult to guess.

Usually these areas exists in every key important states in world geopolitics which are no go areas for Law enforcement authorities or for anti-terrorism or anti-organized crimes or for anti narcotics forces.
