IAF team at HAL for speedy completion of projects

The Hindustan Aeronautics Limited (HAL) has often been in the line of fire over delays in the indigenous aircraft programmes and for not meeting the expectations of its biggest customer the Indian Air Force (IAF).

Now, in an attempt to fast track production and narrow the gap, the air force has positioned a team at the defence PSU.

The team headed by an officer of the rank of Air Vice Marshal, who apart from acting as a go-between the vendor and the user, will also oversee that the programmes are completed at the earliest.

“To enhance the urgency for the programmes, we now have positioned a team at HAL headed by an Air Vice Marshal,” said DC Kumaria, vice chief of the airforce.

IAF has been lobbying to have one of its men at helm at the HAL to improve coordination and working efficiency between the two as several critical projects like the Light Combat Aircraft (LCA), Intermediate Jet Trainer (IJT), Fifth-Generation Fighter Aircraft (FGFA) are running behind schedule.

However, the Ministry of Defence did not heed to this demand and instead went ahead with the time tested formula by appointing a Chief selected by the Public Enterprise Selection Board (PESB).

Among the programmes which the IAF wants HAL to prioritise is the IJT.

I guess its because there is a disconnect between the armed forces and the technical staff at HAL, DRDO etc. In general. The armed forces want everything. And their requirements are so modern, that HAL and DRDO may not be able to deliver in a short time frame, especially because our aeronautical industry is not as advanced as lets say the US's. We need to build on things, but instead we end up taking 30 or 40 years per plane cuz just think about it, we jumped from HAL Marut to HAL Tejas. And skipped about 2 generations of aircraft inbetween ^^

They are govt institutions. They are not exactly result oriented people

cant blame them also.....hal is always late by a decade and by then the criteria for engagement too changes

But then how do you expect a project base to remain the same?

Chinese were also initially slow.. but their air force showed patience in 80s with slightly outdated designs newly made.

Today their patience has shown results as now they have a self-sufficient military industry, even if it is copy-paste. And J-20 is pretty much unique even if it is a mixture of a lot of aircraft. L-15 and JL-8 trainers are also relatively unique enough.

That's emerging R&D because at one stage, PLAAF accepted slightly older concept and allowed that base to be built up for futuristic R&D.


Also, R&D requires billions of dollars of investment: in manpower pay, in infrastructure and facilities for work.

No scientist who has spent years of studying and slogging would want pittance for salaries. With the kind of salaries these defense establishments have, who would want to work.

MOD and IAF allot shoestring budgets and expect HAL and ADA to come up with one platform that is F-22 + JAS-39 + F-35 + F-16 + Su-30 MKI.

How can anyone achieve such unrealistic goals?

More money goes up Maino Mafia's @$$ than all the defense establishment's R&D combined.

The amount of money gobbled by that puppet pooch MMS and his Owner would be enough to start 2 more stealth fighter projects and complete them ahead of planned time.

If our defense forces are so immature and impractical, how can we expect them to be a role model for future generations?

Problem is with the Airforce they keep on changing the requirement, Drdo or HAL is not delaying.

- GoI and the forces are always the only responsible people
- too less investment in indigenous R&D
- poor scientists that don't get enough salary
- poor DRDO, ADA, HAL and co, that have to deal with unrealistic goal...


Take LCA, Sitara, Saras, MMR, P15A Destroyers, Scorpene subs, or IAC1 construction, nearly all of them facing delays during the development, often because weight requirements was met, the development was simply badly planned or, because the manufacturers overestimated their capabilities!
What have less investment to do with the poor development plannings of LCA, not available parts for destroyers during it's construction, a gear box that suddenly don't fit for IAC1, or the failures of Kaveri and Saras? Exactly, nothing! The developers was simply not able to provide what they promised, because THEY messed it up.
Our forces of course have some share too, (IA Arjun, Maitri SAM, IAF LCA FOC, IN naval Dhruv), but the biggest problem are still our limited capabilities in the development field. They are still not experienced enough and are highly overestimating their capabilities!
GoI/MoD now has realised this and that's why more co-developments, JVs and privat participation are required, because our manufacturers and scientists are catching up too slow.
One of the core problems I see is bad planning and to improve that field, some of those who are responsible for the failures must dismissed and ways must be found, that such things doesn't happen again. But we only blame GoI, because it's simple and celebrating our scientists for any babystep because we can pridely say we have developed something indigenously. Btw, where is the national pride of the scientists, when they complain about salery? Shouldn't they first show something, before they get a bonus?

Technology development needs to be free of projects. There has to be general exploration of technology, and the technology should determine what project is to be done. China followed this route, and all developed countries too, but Indians try to create projects first and technology later. As long as decision making is not based on science the decisions will be arbitrary and technology as well as project development will be delayed. Development calls for freedom to think and experiment. High level decision making in many backward countries like India is in adversarial relationship with scientists and other rational thinkers instead of collaborating.

That's the problem. The people selected are retired bureaucratic chamchas with political pull who know next to nothing about aeronautics. A cushy post retirement slot for babus. Never mind if they are square pegs in a round hole. This is why we are still a third world country!

Extreme testing plays a useful function in evolution of habits of societies. European total wars like World War II acted as Spring Cleaning of out of date thoughts. India never had extreme testing, and keeps old habits of thought for ever.
