Nobody seems to discuss the type of aircraft IAF may use in its ground strikes.........the low-level flying of PAF indicates that PAF is also considering a low-level attack/bombing run by Jaguars/Mig-27/Mirage-2000H.
Out of these three types, Jaguar seems more suited for low-level strike, but Jaguar can't defend itself well from air-defence fighters and escort will be required. Even Mig-27 and Mirage-2k in ground-attack mode don't usually carry BVR A2A missiles.
Mig-27 and Mirage-2kH can do precision strikes with LGBs but in the presence of PAF, it would be hard to first mark the target by laser and then drop LGBs from medium altitude...........even other PGMs require the aircraft to fly a bit higher so as to gain range for PGM.
In case of both Lahore and Muzafarabad, IAF can launch a standoff A2G PGM while remaining well inside Indian or IHK airspace and for this reason, even an incursion of 1/2 km should not be tolerated in these conditions.
In case of standoff A2G weapons being used by IAF, PAF should not stop at Int Border and instead continue hot pursuit if pilot has the advantage.
For optimum results, two teams of fighters can be arranged for stopping the incursions. One team responsible for stopping the IAF planes during ingress and second one during egress.
