No, it means that while Indian intelligence wants to report every minuscule achievement so to stay relevant.. the ISI thinks of these as minor occurrences that it tackles without creating the media hoo ha has if something massive has been uncovered.
Moreover, India is NOT even close to the biggest threat Pakistan faces in terms of moles.. the biggest threat is from our allies...whose currency, buying power.. and more importantly "assurances of security" are much much more potent than India.
No idiot wants to do anything for India and get their heads chopped off since they have nowhere to go.. however, a nation that can guarantee a safe escape for a mole is where moles will throng to. For its Part, India gets fed the usual mixture of part hogwash and part nothing. The biggest story for e.g. in recent times was the son of an air marshal falling for an Indian girl while on a AISIEC trip(I think).. the young man was quickly given the clear picture and things never got off from that point.
Arrest of a rating level fellow is not considered an achievement by the ISI. Perhaps its the best Indian intelligence can pull off so they do have the right to celebrate.
Long and Lame post. Indian intelligence agencies were always better. Their 'small accomplishments' last year included completely decapitating the Indian Muja - one of the biggest threats to internal security. The year before that they had accomplished systempatically demolishing the ULFA, Last time I checked ISI spent the last year threatening your journalists and even attacking one.
