It’s pretty simple, but the truth is never acknowledged. The army controls these matters, ever more so the case back then. US drones flew with our “consent” or by our request. Our defence and a large part of our foreign affairs are not handled by the PM’s office, let alone defence minister (useless position in Pakistan), it’s partially run out of the GHQ.
