First of all you gotta relax , don't panic @Zyzz cause panicking will make it even worse, and later you will become paranoid ( if you are not Already ) , buy a sim with help of any friend from PDF, you can call Careem and lunch an official Complain about the driver, they took their complains seriously ( saying this with personal experience ) .

For the motivation, Don't be scared about anything Pakistani people are generally helpful if you are feeling that you in some sort trouble just ask some decent looking person to help to you get to nearest Police station .

No one needs NOC for azad Kashmir only your id card if you are Pakistani. I was at the most sensitive are of Kashmir a week ago I know it for sure. The NOC is for foreigners but balakot is kpk not azad Kashmir. He can go to balakot without any problem

Most probably you have smart phone, so make use of it, film/record any incident where you feel you are getting ripped of and let the authorities know about it. That's how you man up, and face the real world. If you are getting swindled in Pakistan, then you can easily be swindled any where else.
