dude there are always people who do opposite from main stream, in every country in every culture. I can find you few Pakistani Hindus who will call you names and me their brother. There are Tarek Fateh in every country who would do anything just to be liked by more people. Anyway, this is the original text of the UNSC resolution about plebiscite.

The resolution clearly states that Pakistan must withdraw all troops from the entire disputed region before plebiscite takes place. This includes Gilgit-Baltistan and Azad Kashmir.

After this, the Indian Govt should withdraw frontline troops in a staged manner and only have enough presence for law and order.

India couldn't conduct plebiscite because Pakistan refused to withdraw troops.
