It's unfortunate but it's also true that most countries would handle armed insurgency in exactly the way Myanmar is handling it, not all are Indians who would treat armed insurgency with kid gloves.
An armed insurgency must be dealt with an armed fighting on the armed people, and not on the innocent bystanding civilians. Moreover, the armed insurgency started recently only after decades of torturing and expulsion. So, do not blame insurgency for the current spate of killing. Most countries will find out ways to settle any disputes by talking, but not Myanmar.
Please read the excerpts on the Chin people, another tortured and expelled group from Burma, who have taken shelter in India. All other non-Bamar groups are tortured by citing this or that cause. Thing is Burmese Bamars lack human sentiment and they act at the impulse of xenophobia.

"Due to discrimination, they are prevented from obtaining sustainable employment or proper healthcare and live in fear of physical abuse and forced evictions. Another 20,000 Chins have according to the CHRO fled to Malaysia, where the Malaysian government refuses to recognise Chin asylum seekers and refugees as anything but illegal immigrants".
