‘Huge power tariff hike aims at sabotaging PML-N popularity’

lahore - The trade and industry on Friday severely criticised the caretaker government for making a huge increase of Rs5.82 in per unit price of electricity and termed it an anti business decision aimed at sabotaging the popularity of PML-N government.

They said that at a time when the business community was already paying high cost of doing business because of unavailability of gas and electricity, the decision is devastating. They said that the hefty increase in power prices would also adversely affect competitiveness of Pakistani merchandise that had already lost their due place in a number of global markets due to their high prices.
They said that in the international market the profit margin fluctuates between 0.5 per cent to 0.8 per cent, therefore after the recent increase there would hardly be any buyer for Pakistani goods.
They said that if the increase, under the fuel adjust surcharge, was necessary, then it should have been implemented in phases instead of making the huge increase in one go.
They opined that government move is bound to increase the incidence of electricity pilferage that already is 25 per cent of the 22 per cent line losses and eating up Rs 50-75 billion.
The LCCI President Farooq Iftikhar said that how the industry would remain competitive at such a high price of electricity which is one of the basic industrial raw materials.
We already have the highest tariff in our region as in India, the electricity tariff for industry is 10.5 cents, in Bangladesh 10.75 cents and in Sri Lanka it is again 10.75 cent whereas in Pakistan tariff is already 15 cents meaning that 45 percent higher as compared to the region. With this massive and unprecedented increase, we will have double the tariff of electricity what the regional countries are offering to their trade and industries leaving Pakistan totally uncompetitive and unviable in the international market place.

what stops PML-N from reducing tarrifs when they are in power?

PML-N is not in power yet. The Caretaker needs to go. They were asleep when the elections were going on and in the last days, we end up having wrong policies such as this one.

PML-N warns PM Khoso crossing limits

The PML-N is continuing to attract other parties and candidates after its victory in May 11 elections. After JUI-F’s coming on board the other day, National Peoples Party (NPP) chief Ghulam Murtaza Jatoi on Friday announced to merge his party into N-League. Sardar Jamal Khan Leghari and Sardar Farooq Khan Leghari along with three MPAs-elect also announced to join this party.

Ghulam Murtaza Jatoi and other senior members of his party met Pakistan Muslim League-Nawaz President Nawaz Sharif and formerPunjabchief minister Shahbaz Sharif for the merger of the NPP into the PML-N. Jatoi would formally announce this decision in his hometown in Sindh.

Separately, Legharis, who won the National Assembly seats from Dera Ghazi Khan, called on PML-N leadership along with MPA-elect Mahmood Qadir, Javed Lund and Aleem Shah and announced their unconditional joining the winning party.

During the meeting Nawaz said that being impressed by his party’s people friendly policies, the independently elected candidates are joining their ranks. He said his party will take all of them along to rid the country of the scourge of loadshedding, corruption, price hike and others problems. Nawaz said the time to come is of progress and development ofPakistan.

Talking to media along with Ghulam Murtaza Jatoi and PML-N Sindh President Ghous Ali Shah, Shahbaz said the session of national andPunjabassemblies must be called within 20/21 days of the election and hopefully this time-limit will be observed. He denied any scheduled meeting with Zardari.

Shahbaz Sharif blamed the caretaker prime minister for acting on the instructions of President Asif Ali Zardari and turning deaf ear to their legitimate demands. The postings, transfers, appointments and various other steps taken by the interim federal administration were quite inapt and does not befit in the mandate of caretaker setup when an elected government is round the corner, he said.

He said caretaker Prime Minister Mir Hazar Khan Khoso must respect the public mandate for which he is bound legally, morally and politically and he should refrain from such wholesale reshuffling and appointments which the PM was doing on the instance of Zardari. He gave a serious warning to the caretaker PM that if he did not understand what they (PML-N) say, they will adopt strong measures. He said what the premier was doing was not the call of his office at this stage.

The PML-N leader also called for a probe wherever rigging has been alleged. He claimed that no rigging took place inPunjabwhile in Sindh the brother in law of Asif Ali Zardari is still working as additional chief secretary, casting suspicions on the fairness of election there. He said the Pakistan Tehreek-i-Insaf (PTI) should not speak of Punjab only but the whole Pakistan. He said his party accepts the PTI mandate in Khyber Pakhtunkhwa and PPP’s in Sindh, and they expect the PTI to accept their mandate.

Shahbaz said that before elections, wide-range reshuffling in administration and police were undertaken in Punjab to ensure fair and free election. And now the CM Sethi himself endorses that elections in the province have been held free and transparent. He said the EU observers have also said that 90 per cent elections have been held in a fair manner while occasional incidents of unfairness took place in the rest 10 per cent. Despite all that, if anyone has complaints of riggings he should contact the election commission, he added.

Ghaus Ali Shah told the media that the PPP gave extraordinary concessions to the interim government in Sindh and keeping that in view, he had warned long before that election would not be fair in that province. He said an unprecedented rigging was carried out in Sindh through paralysing the police at the polling stations.

Ghulam Murtaza Jatoi while accusing the PPP of ruining the country said that his party was defeated on three seats through rigging and called for re-polling in those constituencies. He said he had decided to merge the NPP into the PML-N as the PPP has no solution to the problems of the country and the PML-N leaders have a definite programme to deliver.

The party, which is poised to form government at the centre and at least in Punjab, criticised the caretaker government and described as ‘illegal’ posting of ‘notorious’ persons to offices like chairperson of the National Electric Power Regularity Authority (Nepra) and transfer of some federal secretaries.

The caretaker prime minister should not make appointments (to certain key posts) at the behest of President Asif Zardari. He is listening to President Zardari but not us,” PML-N leader Shahbaz Sharif said.

New govt. to inherit Rs200b power subsidy

The incoming Pakistan Muslim League-Nawaz government will face an additional subsidy burden of Rs200 billion as the Ministry of Law rebuffed the possibility of a retrospective increase in power tariff for being illegal under the constitution.

In June 2012, power distribution companies filed petitions with National Electric Power Regulatory Authority (NEPRA), seeking an upward revision in tariff on the back of higher operational costs for financial year 2012-13. A decision on this was to take effect from July last year.

However, NEPRA, in the face of pressure from the then government which feared a political backlash, kept on dragging its feet until the government completed its tenure in mid-March this year. This has led to a situation where the new government will have to bear Rs200 billion subsidy, besides the crushing circular debt burden of Rs500 billion, racked up mostly in the past five years.


According to sources, the law ministry has told the water and power ministry that it can increase tariff with immediate effect, but not retrospectively.

The water and power ministry has sent a summary to the law ministry for examining a notification for pushing up power price from Rs11.89 to Rs14.50 per unit, a difference of Rs2.61 that will take overall subsidy to Rs5.63 per unit. Under this scheme, the power ministry decided that it will not apply the tariff rise to end-consumers, as decided by Nepra, instead the finance ministry will bear an extra subsidy of Rs200 billion.

In 2011-12, the government increased power tariff by 16% and in 2010-11 by 22%. Consumers are already enjoying a subsidy of Rs3.02 per unit as they pay Rs8.87 per unit, instead of Rs11.89.

This fiscal year, payment on account of power subsidy is expected to go up to Rs291 billion compared to the target of Rs185 billion.
