Cut the head of militant groups. They are free handed to do anything they want because political parties support them

simple: depoliticize the Police.
problem lies in the fact that police in karachi and in other cities aswell not doing its duty rather they serve the masters or busy in making money.
if police succeed in reducing street crimes then the big and organised crimes ratio go downs too.

Politically: first ban the waepons carrying for all. adn keep all agencies within their legal limits.
see if the biggest institution of Pakistan Like Army, etc start abiding law, who will dare to violate it then?

well its simple disolve everything and make it federally adminstrated area! because mobile theft,car theft bank robberies everything happens only in karachi!

MQM,ANP,PPP and Jamaat are equally involved now! there is no cure but to make them politically nobodies! balochistan sees less deaths each day then karachi!

infact peshawar also sees less deaths unless a bomb blast happens then karachi daily! due to na maloum afraad firing!

make karachi a federal run city!

AZIZABAD and NAZMABAD is MQM

KAATI PAHARI & SORAB GOTH and some areas of Landhi are ANP & Haqiqi!
