How Will Nawaz Sharif Deal With Terrorists?

My point is that we should have a clear strategy before we demand our leaders to implement it. One would hope that the leaders would be the ones coming up with strategies but, since they clearly aren't, we have no choice but to brainstorm ourselves.

The Arab angle in the ongoing Afghan talks is unfortunate but I am not sure how much leeway Pakistan had in the matter. The US involvement is, of course, a given.

At any rate, we must go out of our way to assure the Iranians that this won't become an anti-Iran coalition. They are already antsy about losing Syria (and, therefore, Lebanon), so they will be very suspicious of a US/Arab partner in Afghanistan.

Our aims should be well defined: kill and deny operational space to anyone who kills Pakistanis. We can kill them within Pakistan, but we must also make sure our neighbors -- Iran and Afghanistan -- share our concerns and deny them sanctuary.

We can be rest assured that Karzai and the Khalqi crowd the US had to depend on to get things done, are going to go down fighting, it's that or back to driving taxi or cooking in cafes in the West ---- I think the Iranians will be assured when they see movement on the pipeline, but I do take your point.

Now about what you are not saying - , yes, Army - what's to be done about them?

Karzai is going to be a lot of trouble for everybody, since he likes to play all sides.

It seems fairly evident that the honeymoon between him and the US is over. That is why he has been squawking of late to attract new benefactors, especially India and/or Russia.

We must remind him that two can play at that game: he also has competitors in the non-Pakhtun faction of Afghanistan and we should explore options to woo some of those people.

If you are talking about Pakistani army, then here's how I see their behavior.

If they act decisively against TTP in Pakistan, then the Americans would demand why they are not doing likewise to the Afghan Taliban. As I indicated, we need to make sure we don't p!ss off the Afghan Taliban too much, since we will need their cooperation post-2014. So, the army is biding time until the Afghan Taliban return to Afghanistan, and then we can start to clean up our house.

The bit about 'civilian go ahead' is just a smokescreen; if and when the army says it is ready, the civilians will give the go-ahead.

Pretty much on the money -- I'll make you a prediction - within 5 years all Army personnel involved in the idiot decision that has so far resulted in 50,000 Pakistanis dead, are themselves going to be dead ----- In 10 or 15 years, when the questions will simply not be able to be avoided and the truth comes out, this Army is going to have to be held answerable -- Yes, there will be claims of how t takes a hard men to make hard decisions, but the deaths of Pakistanis must be accounted for.

I share your anguish for the Pakistani deaths, but I also don't know that the army has any other options at this point. The terrorists simply run away into Afghanistan.

If you are going to poke a snake, make sure you kill him. Otherwise, if he escapes, you can be sure he will come back in the night and bite you.

The army may have decided that the 50-60,000 deaths are nothing compared to what these guys would do in a full-fledged war, backed by an Afghan sanctuary (and Afghan help).

P.S. I used to work with a Russian guy who bragged that his father used to be in Afghanistan and would put poison upstream to poison entire villages. These wars can get very ugly.

Yes, that's a shameful and immoral decision - it will be held accountable for that. We could have made much better decisions, any decision in which 50,000 Pakistanis are not sacrificed is a better decision.

Most Afghans see Karazi as the new Shah Shuja who was installed by the Brits as their puppet back in 1800s.

Karazi will be toast as soon as the Americans leave. He'll have to flee the region and seek refuge in the West.

What NS is reading our PDF? So many recommendations from so many people, but who gonna tell this to NS? PS: I am still not sure how these @Op's suggestions goes after "Pro" monitoring?

I have some, which are supposed to be fix our militancy issue.

1) Computerize whole land record in Pakistan and merge it with NADRA system. This will ensure the ownership of all the residential/Owners of the Land/House etc
2) Bring rental system under same umbrella, and Nobody can rent a house without informing Development Authorities. This should be implemented atleast (not only) Metropolitan Cities.
3) RFID implementation of all NICs. (Smart Card is old Technology), and all the "Gates" of the cities should have the scanners. Anyone without RFID enabled NICs should be checked, and face thoroughly check up.
4) CCTV system should be grown, atleast for the roads, big chowks, "Gates" of the cities and Law Enforcement Agencies should have access to same.

To bring people trust in this new system, They should make laws that this data will not be used for FBR and other agencies. They will have their own records for same.

I agree that governmet should expedite the issue of Chip based CNIC issued by NADRA and should motivate people to replace their CNICs with Chip-based CNICs. This would make the movement of people much more documented but would also reduce the security risks since most of the crimes are committed by using either stolen or fake identification documents. Furthermore, government should also encourage people to use it as a Debit Card, this would additionally bring financial documentation thus government can not only track the physical but also financial movements.

Actually, Smart Card isn't best option when talking about security. As this requires physical swap, and all people can't monitored properly because not all can be stopped and reviewed. E.g. you can check the gates of any big city. Karachi, Lahore, Peshawar or any other. That's why I specifically mentioned "RFID Technology", kind of "E-Tag" on motorway.

Also, when we want to work on security, financial transaction monitor wont be a good idea especially when you are merging "People" and their personal financial institutes. Yes it's good idea to keep monitoring "Money Laundering" related issues through it, which is causing recruitment to these militants. But I will prefer not to, bring people into Monitoring Net first. Once everyone is there then may be.. But not before!!

PS: My field is security ;)

Well its not that difficult actually. Just place the Data collection points at Bus Stops, Air Ports and Railways. Make it mandatory that the tickets will only be issued on Chip based CNICs and bulk of intercity travel will be dealt with. To capture the private travel just install data links to the entrance/exit/Motorways points to capture the movement of private vehicles. It would be much more economical than putting scanners on the entrance/exit points (which would still lack documentation of civilian movement yet at higher cost).

"Data Links"? You need GSM Enabled POS type devices for that. Also, what about hundreds of roads which are not Motorway. For Motorway they can make mandatory "E-Tag" can fix this issue. Since they already have the complete system. They only need to link it with NADRA.

I don't think RFID Reader cost will hurt Pakistan, when we are speaking of "Security", which is the biggest challenge for economy growth. Giving NADRA Smart Card ship readers to transporters will be same cost as RFID Readers on the gates. This will put filter on good to bad. Where you monitor everyone to find out .001% filtering is most important.

If they really want to go with Chip Base, then thumb impression should also be used.

Nawaz will never give support to the people. he has been always close to all the terrorists. In government since past 5 years with Zardari but done nothing. Supporting each other for delaying the cases on each other. Now PPPP is following the same policy not to open cases on Nawaz. At the end Nation will be striving.
