What possible good can come from having a personal GPS jammer?
Given the immense cost of this system (GPS) that the U.S. bore to the benefit of all, it wouldn't surprise me one bit if there wasn't a red-guarded switch in the Pentagon labeled "WW III: GPS ENCRYPT" that would add some encryption layer decodable only by U.S. Military GPS receivers.

So essentially u are saying that GPS can not be jammed.
What about jamming for war against some other country. Can they also add encryption layers like u can do ?

No, he said GPS would be made specifically available to only USA receivers, i.e those who can decrypt the signal.
This does not mean that the signal can not be jammed at all, it is possible to Jam the signal.
BUT ....
You will use land based stations for Jamming the signal, thus emitting high intensity radio activity.
Air craft are too high for you, and too close to the satellite ( in relative terms) for you to Jam that.
All they have to do is come some where in the 100 KM Radius of the jamming transmitter and game finished,.

"By putting noise [jamming] on the communications, you force the bird into autopilot. This is where the bird loses its brain."
The “spoofing” technique that the Iranians used – which took into account precise landing altitudes, as well as latitudinal and longitudinal data – made the drone “land on its own where they wanted it to, without having to crack the remote-control signals and communications” from the US control center, says the engineer.
