How should be appointments of LAW Enforcement Agencies Heads be made ?

I was just going through CBI vs CBI thing going on in India also few things inside Pakistan. This brought few thoughts in my mind. In my opinion heads of NAB and IB and FIA should appointed by committee of 3 guys. Those 3 people should be Prime Minister and Chief Justice of Pakistan and Opposition leader. It should be a law a head of NAB or FIA or IB will have sure tenure of 4 years and if Government and or Opposition wants to remove him it should go through a Judicial Council only a Judicial Council should have power to remove them. As for IG of various provinces and Islamabad it should be Interior Minister and CM of that Province and senior most judge of that province and also opposition leader. All interviews of candidates should be shown live on tv. Also IG should have guarantee of 4 year tenure

in friendly opposition, govt and opposition are irrelevant... CJ can be undermined plus 2 aginst 1 vote, doesn't matter... we have appointed previously NAB chairman, Chief election commissioner etc with that method (govt and opposition)... it should be based on record and seniority. not like grade 18 officer to principal secretary or Gen Zia to COAS. final name can b approved by PM himself..

Agreed, but responsibility of law and order is of Chief Minister so there should also be law which setup the process of dealing between PM/CM and chiefs of FIA< Police and NAB... Otherwise, government will never be able to implement the policies.

On the other hand there should also be a mechanism whereby heads of the institute can refuse to accept illegal deamnds of government or atleast refer them to the committee

Sorry but if you allow them to remove IG on will that will create more trouble. This is only way

It needs to be completely independent of political interference. Police, judicary and military should appoint leadership internally, independent of any political interference. The only job state should have is a cerimonial ratification of the decision taken by institutions. This would make them completely independent of political interference.

We then need seperate boards setup headed by the President with former head honcho's of each institute, as well as the PM and head of opposition to act as an overseeing body. If ever a candidate was performing below par, or was unsuitable for the role, they'd have to take a case to court (even closed court) prove their case and only then could president remove the heads of any of these three institutes in an exceptional case.

Sir g read my post again ... i am agreeing that these post should be allowed for a fixed period however if there is no process of making them accountable the how they will help government in implementing the policies ?

So there should be a mechanisim of dealing between law enforcement and governement agencies ...

I like your idea , but it should be with some checks and balances .... its the government who owns the ultimate responsibility of law and order and not the police chiefs

That works in those countries where you don't have family parties. In country like Pakistan if you won't make sure that CM single handedly can't remove IG it would eventually lead to corruption
