How Pakistan can import Fuel with diminished Foreign Reserves

Hey you sold your nuclear technology to North Korea and other countries only to sanctioned by the west. You can do it again and say good bye to IMF loan. Or sell you nukes and sign NPT and be in good grace of the west. No other choice left.

We need to focus on solar panels but first we need to make a policy that no import of solar panels will be allowed. That will allow companies to open manufacturing plants locally.

We do not have enough natural resources or funds to build our own at the present times. First we need to less dependent on finite energy.

And building solar parks is not the solution as it is ecologically destructive. We need to put them on households individually.

Once we're more energy independent, we become more financially independent, then we can focus on building our own solar panals.

I don't have to convince you, but your opinions are very limited. You don't trade with your neighbors which is cheaper alternative and give relief to your people. You don't give us access to trade with central asia countries which would generate enough revenue to tide over your problems. There are many things that you can do which will be beneficial to your country but your establishment will not let it happen like Land reforms, cheap fertilizer, cheap electricity to farmers etc.

FYI this will not work as intended. Petrol pump owners will make a killing though.

Basically, petrol pump owners will charge variable rates to consumers, but will just pocket the extra Rs. 100 per litre charged.

There are no automated systems available to identify engine size, that too at such short notice. It has to be done manually. But when its time to pay the proceeds to Govt or oil refining company, they will just say it was all motorbike petrol sales.

It need not to be 100% accurate. I know petrol pump owners / staff will find work around for it.. But govt still be able to make a huge amount of tax collection from SUVs or higher CC cars. If Petrol is 250 Rupees per liter for Bikes and small cars, 400 per liter for SUVs. Govt can sell fuel to petrol pump somewhere like 270 Rupee per liter (just an example). Ofcourse govt's number will be just an estimate, giving petrol pump a safe margin. So in any way, govt will make more tax collection then usual price and that money will only be collected from SUVs (regardless a lot of that may get into petrol pump owners) . This will also add some realization into above middle class / rich class to stop using excess petrol or move to bit economical cars. The main purpose of the idea is to not put the same burden of petrol to the poor people.

No way. Importing solar panels in huge quantities will balloon our import bill. Why we shoot our own foot when we can make a policy that will enable the manufacturers to rush to Pakistan for solar manufacturing. Basically the policy will bring Solar revolution. Perhaps you didn't read well What I wrote. I gave complete solution. All govt needs to do is to create a policy regarding supply & demand. First, no import for solar panels allowed and then force real estate Giants like DHAs, Bahria town to only sell house that's equipped with Solar panels as well as new houses above a certain size. This will ensure demand of Solar Panels and Many chinese or foreign companies will rush to Pakistan and install plants here... As they will know that imports are not allowed. Secondly, they will know that there is guaranteed demand. This just one policy will not only cut our import bill but also create jobs and at the same time many solar panels will be produced and installed. Plus I wrote about Net metering.. Just do not give ordinary meters registration for new houses above certain size, they will be only applicable for green meter:
" What is net metering or Green meter ? > You install solar panels at home and during peak hours when lot of electricity is being generated and you are not at home or you are not consuming much then that electricity is being added back to the grid. Those units are also removed from your bill, so you got less bill as well."

Please read in full and understand the problem of imports. Things are not settled the way our govts do without thinking it through. You just have to make a policy and see how manufacturers will come and install their plants here in the country. This can be done, if our politicians do not think about their own businesses.

The Foreign reserves are falling quickly and PDM govt is clueless how to add anything to it. Roughly $3 billions is left. Any loans they get also gets evaporated very quickly. So what I think is we need to immediately cut our expenses in emergency basis before hitting rock bottom. So before we implement a long term plan, we need a quick urgent fix.

Long term plan includes Exports, Industries, Power sector, privatization and what not. Will not discuss it right now.

Short Term Plan: Reduce Expenses:

and where we can cut our expenses ? Answer is Fuel. (As Fuel is the single largest import bill we incur every month. There is no other item even remotely close to this. )

a) Stop Govt's free Petrol for civil & military officers:
Completely stop Free Govt Petrol for Sedans & SUVs. Whoever is allotted a govt car or SUV should add the fuel in it himself. This would force these officers (both civil / military) to stop using govt's free petrol for granted. They might also start sharing rides to go to offices. This is no big deal for the country at verge of default. All cars in protocols should be billed to the person as well and we will see how culture of protocols and show-off will also end. Only essential security to be provided by state to only select few positions.

b) Variable Fuel Prices:
In our country the fuel price is same for a bike or mehran user and the landcruiser user also buys the fuel in same price. This must end. Higher the CC, higher the price. Fuel stations should have systems installed to bill the vehicles according to type. Just imagine, if you add 100 rupee tax to SUVs, then how much tax collection it will be. and no body can cry as well as these people can already afford it.

Both of above steps will drastically reduce fuel consumption while the poor populace will not be burdened. Until now, we just keep increasing overall fuel prices, which increases inflation, and effects the poor the most. At the same time privileged class keep exploiting free petrol
The barter system, send rice and grain to Iran and import oil and gas. Send cotton products etc to Russia and import wheat and construction material. Do trade with China in their own currency. And make a list of products that can be produced in Pakistan and don t give import licenses or ban those products. Its bitter reality, remove China's MFN status to protect the local industry. Giving China MFN status has ruined Pak manufacturing industry, which is one of the reasons we are facing financial dry out.
Jehad against corruption.

Pakistan's national policy of trade should be " cash and carry" . Our political parties and financial leadership are not capable enough to secure financial agreements with international financial agencies.

No. Imported panels are way much costlier. Add in the expensive labor cost, shipping cost, various taxes, etc. Expensive or not, in anyway it will add amount in our import bill thus effecting current account deficit.

BTW you tel me Importing raw material is expensive Or importing 100% already made solar panels ?. If cost of raw material that is enough to build 100 solar panels is equal to the cost of one imported solar panel then why we should choose the later. Govts only do it for their own duty taxes or kickbacks with foreign companies for import orders. Govt did another blunder by blocking raw material for textile industry - Billion dollar textile export oriented industry is shutting down - Millions lost their jobs already in only this sector alone. You NEVER ban or block raw materials but You MUST always ban or block finished products as that product is 100 times more expensive then its entire set of raw materials. Only way we can increase our exports & reduce our imports is by 'made in pakistan' initiative. As as addon you create lot of jobs too.

I don't understand there is no valid argument in it but you still somehow wants to discuss it for the arguments sake. See what india did by its 'made in india' policy. It did not start building itself or did not invest in local companies. It only made policies. That whenever they had a huge demand for any particular item they made a policy that this particular item will not be allowed to be imported, it has to be 'made in india'. That automatically attracted international companies to rush to india and do investment and build local plants as they knew it will be huge demand.

For solar panels, we can instantaneously attract intl companies as well as local investors as there will be huge demand once Govt tells that solar panels will only be made in pakistan and WAPDA connection only possible with green meter for big houses (means wapda will check the house if solar panels installed only then do their registration) Also force DHAs & Bahria town to sell new houses only with solar panels. Govt do not have to do anything. Govt's job is always to make laws & policies and that's it. Lot of international companies will come within in months sighting such huge orders coming (demand).

It cannot - answer to your question. Short of largesse from Oil exporters around deferred payments or grants or credits - short of leasing or selling national infrastructure and resources - Pakistan has no option. 75 year military experiment is about to come down crashing hard.
