in 2008 - 2009, an article in New York Times said that it costed 100 millions to build 01 km of subway in China and 3 billions for 01 km in New York City (30 times bigger). My assumption is that is the very reason why the US nominal GDP is still higher than China's.

Not sure about land acquisition costs. Eminent domain in the U.S. is processed by the court expeditedly. Plus, even though, legally, land does belong to the state in China, the government has to compensate land owners that only have land usage. Especially people in urban areas become millionaires with land acquisition.

How is china constructing expressway so efficiently? They added some 11,000 km of expressway last year with a budget of just roughly $20 Billion USD.

Is their something different with the build quality of the expressway? because from what I gather, its 11,000 of access controlled legit expressways. How is it possible to construct it so efficiently or am I mistaken that they are expressways?

China investment in expressway exceed 700 billion in 2011, so the date must be wrong.
