Wrong. Karkare was ATS chief of Maharashtra, about a 1000 km away from Panipat in the state of Haryana where the Samjautha blast happened. He had no jurisdiction outside of Maharashtra, what he reported was what some guy in custody said about giving RDX which may have been used. He could not investigate, not his job. It was under CBI jurisdiction
