What kind of country we are living in ? There is no accountability for anything ? What kind of feasibility study was doing before starting this project ? How the cost went so high up to 600% ? Who give tender to such kind of fake company ? Who in his/her sane mind will be ready to pay 40 Rs for one unit ? Just in the name of God tell me does it make any sense?

I distinctly remember those days when I was a kid. Whenever my father asked me to buy something from market he used to tell me the price of that thing. I have been asked many time by shop keepers to buy cheap quality of the same product which was at least half of the price which my dad used to tell me. After coming back I always used to ask him why he pay more ?.. He told me both products are same but these cheap products are not durable at all. We will buy it and it will stop working in few days and then we will have to buy a better product. Same things has happened here, project started with some cost, ended on some other cost and result is fat zero.

It is DONGFANG, not DONGFENG.

Although both are chinese state owned companies.

Chinese companies (even state owned) ARE involved in kickbacks. The tender process is not transparent even in the least bit.

Donfeng Motor is different from Donfang Electric but still it's quite a reputable EPC contractor in the power generation sector. They have been involved in quite a number of shady deals.They were also party to the Coal scam in India along with Harbin Electric.

Corrupt people have their own little brotherhood, so there might be some truth to this piece.

Could be a multi-fuel plant. I read in article they applied for power tarriffs for three different fuels, one of them was of diesel at ~rs.40/unit.

The culprits are the ruling families/parties of pakistan, PPP and PML-N. This is how politics is in Pakistan. And this is how they make money through kickbacks. Give big contracts to foreign companies at 200-300% of market price and then these companies transfer what ever kickbacks were negotiated directly into their foreign bank accounts probably in cayman islands. And you can't really blame the companies, it's their business to make money and they do what ever it takes to get the contracts.

The only solution is a transparent tender process.
