How can foreigners contact FBI?

How can ordinary foreigners contact FBI? I tried facebook. Messaged many American policemen. There was no response. Made phone calls to FBI offices in various cities. They didn't take phone calls seriously. Nothing seems to work. Looks like it is impossible for foreigners to talk to USA's Federal Bureau of Investigation. I wonder how other people get access to such high profile organization.

When the riots happened in London few years ago, the police was keeping tabs on social media sites and BBM and other software and sites. They intervened.

And they can orchester an arrest.
