Sehat card is applicable to where? Only for punjabis and pukhtuns? I didn't see it in sindh and Balochistan.

ISLAMABAD: Prime Minister Imran Khan on Friday condemned the Sindh government for not participating in the Rs106.1 billion Ehsaas Ration Programme (ERP) starting from Dec 31 and lamented that people of the province will not avail benefits of the programme aimed at providing relief to 20 million inflation-hit people in the country.
On the other hand, Information Minister Fawad Chaudhry told Dawn that Balochistan had agreed to join the programme. Punjab, Khyber Pakhtunkhwa, Azad Jammu and Kashmir and Gilgit-Baltistan are already taking part in the programme.
Sixty-five per cent cost of the programme will be borne by the provinces while the Centre will contribute 35pc. Under the programme, a subsidy of Rs1,000 will be given to 20m beneficiaries on purchase of three consumer items — pulses, edible oil/ghee and wheat flour.
“The prime minister strongly condemned stubborn attitude of the Sindh government for not participating in the social welfare programme depriving people of the province of its benefits,” the information minister said.

Centre believes 65pc cost of the plan should be borne by provinces

He said Prime Minister Khan during recent inauguration of the Green Line Bus project in Karachi had asked the Sindh government to bury political differences and join the programme, but the provincial government was bent upon rejecting it. “When people from other parts of the country will get benefit of Ehsaas Ration Programme, people of Sindh will remain deprived of it,” he added.
Mr Chaudhry said earlier Balochistan was reluctant to join the programme but now Chief Minister Abdul Qudoos Bizenjo had assured the Centre that his government would participate in the scheme.

Who is funding the project? Federal or province?

Provinces are funding it from their own budgets. If KP is the first itsnot due to fed but its own priorities. Punjab also allocated funds and started the project in Punjab. Baluchistan is yet to approve funds and hence the progress of implementation in Baluchistan is slow. People here tend to forget that it's not fed who should be doing stuff for you even after 18th amendment. Provinces tale 55% share from fed in Ince. They should get their acts together and do something on their own. KP is building power plants, dams, motorways from its own resources. Others don't even care to say yes to sehat card.

Game changer

It is. This is as seminal as 1948 Labour governmen under Ernest Beven laying the seeds of welfare state in UK with NHS as the flagship programme. To be sure such a gigantic effort took decades to build up, face off vested interests and even now it has flaws that need continous improvement.

The Sehat Card is similarly a defining moment. Imperfect as such a ambitious project is, it will be a game changer. Future generations will look back and say that is where the state got serious about looking after the poor and sick.

It has a big effect on economy since it will mobilize private sector and EFFIENCY rather then corrupt govt sector

Sindh government is not supporting the project but establishment is supporting sindh and ppp government. Any particular reasons why? Establishment wants to change CM punjab but here in Sindh they are supporting PPP, why? Establishment helping PTI or PMLN in buying votes and MNA's in punjab, they were good at cleaning karachi from MQM killing thousands but not doing anything in Sindh or PPP. Why?

Have you ever checked the budged, finances and spending these provinces do? From where the money comes into the projects and where they goes since decade.

Yes I have been following provencal budgets for past some years. I knowajority of budget amount come fr fed and loans and grants. I don't exactly know all the spending of each province I wasn't aware somebody will be asking me this today otherwise I would have prepared.

I am yet to see the point you wanted to make in your post. If you are implying there is corruption in each province then Pak Fan apka Hua.... You finally solved the mystery. KP is also facing corruption. Idhr "sab changa c" wala scene b ni Hy issues Hy har Jaga. But that shouldn't stop people's elected governments from doing necessary things for people

2. Build new free clinics at neighborhood level and new free hospitals at city / town level.

3. If a certain treatment is not available in the country then the government should pay for the treatment of the citizen abroad.

Thus the real Sehat Card will be simply be the citizenship card of every citizen.

Such a system existed in Libya before the 2011 invasion. Free healthcare is the indication of a leftist governance system. There is no rational reason why it can't be done in Pakistan too, or anywhere else.

Nope, definitely not nationalize private clinics. In fact, sehat card should deal with and pay the clinics and hospitals fees and charges after patient recieve treatment. The funding could come from budget and donation means. In ramadan alone, people give so much for charity, much of that money can be donated to fund this program for entire year. No need to donate / fund more for non utilized mosques already most of which are dividing the country by brelvi, bohri, ahl sunnat, ahl tashi, ahl hadees, and countless unknown.
