The world has watched in horror as the humanitarian disaster continues to ravage 13 million people, making it our No. 4.

Death, starvation and displacement cried some parts of Africa seeking the world's attention and relief, as some 13 million people in the Horn of Africa, including Somalia, Ethiopia and Northern Kenya as well as pockets of Uganda, Djibouti and Sudan, were affected by a drought described as the worst in 60 years.

As entire regions dried up, the world watched in horror as tens of thousands of farmers, mostly pastoralists, lost their lives, and hundreds of thousands were forced to flee homes for survival, in search of food and shelter.

By mid-2011, between 800-1,000 refugees from Somalia were arriving at the Dadaab Refugee Camp in Kenya or Dolo Ado in Ethiopia, on a daily basis, setting off alarm bells that the Horn of Africa needed desperate and immediate international attention, despite early warning systems (Six months earlier, FEWS, had warned of incessant food shortages in the region). The situation had worsened drastically by the time international media descended on Dadaab to tell the stories of women - who had left their husbands behind to mind over cattle or protect property - walking hundreds of kilometres from Somalia, which had often resulted in the deaths of their malnourished offsprings; and the UN calculated that $2bn was required to avert a complete humanitarian disaster.

.
USA should these people instead of spending billions on wars.
The wars in which they spent trillions and killed hundred of thousands, and at the end make the opponent friend:P

.
How about the Arab kings donate a few billion dollars to save these poor people out of their trillions, oh wait, they aren`t terrorists so no food and water for them. It does not matter that they are their fellow muslims or whatnot, let`s let the USA and western nations deal with these non Israeli-Arab conflict related poor Muslims and Christians and whatnot.

Why should they? Why can't Pakistan do the same.

FYI US tried to help Somalis in 90s ultimately culminating in "Black Hawk Down". Intervention in any Muslim country by non-Muslim countries always have a habit of taking religious fervor.

.
It's heart breaking to see people, specially young children dying of hunger in one part of the world, while the other part spends billions on arms and ammonitions. How painfull and frustrating it would be for their parents to see them die slowly, painfully. So sad. May Allah protect all humanity from hunger and disease.

UAE agencies to boost Somalia famine aid - The National

Humanitarian organisations met in the capital yesterday to hammer out a plan to boost aid to victims of the devastating famine in Somalia.

Aid groups held talks on how to speed up the relief effort to combat the unfolding humanitarian tragedy in the Horn of Africa, described by the United Nations as the worst hunger emergency in a generation.

A UAE aid delegation will visit Mogadishu in the next two days to co-ordinate the provision of food, medial supplies and drinkable water to famine victims.

Representatives from Khalifa bin Zayed Al Nahyan Humanitarian Foundation, Sheikh Zayed bin Sultan Al Nahyan Foundation for Charitable and Humanitarian Works, Mohammed bin Rashid Al Maktoum Humanitarian and Charity Establishment and the UAE Office for the Coordination of Foreign Aid met at the Red Crescent Authority headquarters in Abu Dhabi.

The meeting follows directives by the UAE leadership to address the unfolding humanitarian tragedy.

Ahmed Al Mazrouei, chairman of the RCA, said the meeting was fruitful and would have a positive effect in backing international efforts to ease famine, indicating that it would also boost the UAE humanitarian role in Africa.

The UN launched a global appeal three weeks ago for Dh500 million to provide assistance to Somalis, and asked the UAE Government on July 13 for help and "direct intervention".

The UN refugee agency then formally asked the Ministry of Foreign Affairs to contribute. It said the UAE had been forthcoming in its recent efforts to help Libyan refugees, according to a statement by Brigitte Khair Mountain, head of office and senior adviser for the UN High Commissioner for Refugees

The famine is a result of a devastating drought in the Horn of Africa, compounded by war, neglect and inflated costs.

Famine is officially defined when two adults or four children per 10,000 people die of hunger each day and a third of children are acutely malnourished. In some areas of Somalia, six people are dying a day and more than half of children are acutely malnourished, said Mark Bowden, the UN's top official in charge of humanitarian aid in Somalia.

Across East Africa, more than 11.3 million people need aid, the World Food Programme said.

"Somalia is facing its worst food security crisis in the past 20 years," Mr Bowden said. "This desperate situation requires urgent action to save lives."

A three-day nation-wide fund-raising telethon for sending relief materials to the victims of famine and drought in the Horn of Africa will be rolled out today, Shaikh Hamdan bin Mubarak Al Nahyan, Minister of Public Works and Chairman of the National Media Council (NMC), announced on Tuesday.

The humanitarian drive will be launched under the instructions given by the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, and close follow up of General Shaikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, under the theme ‘Suqyahum’ (Arabic for ‘Quenching their thirst’).

Ordered by Shaikh Hamdan bin Zayed Al Nahyan, Ruler’s Representative in the Western Region and Chairman of the the UAE Red Crescent Authority (RCA), Shaikh Hamdan bin Mubarak said the media campaign demonstrates the noble humanitarian stances of the leadership and people of the UAE in coming forward for assisting the people affected by drought and famine in the Horn of Africa.

“Upon issuance of presidential instructions, the NMC has immediately swung into action to contact local broadcasters to coordinate the launch of the fund-raising campaign,” Sheikh Hamdan bin Mubarak said.

Abu Dhabi TV will coordinate with fellow TV and radio stations to launch the three-day campaign starting today for 90 minutes daily.

Shaikh Hamdan lauded the two-day telethon announced by Dubai Media Incorporated (DMI ) aimed at raising funds to provide emergency humanitarian aid for famine-struck people in Somalia and other drought-hit Horn of Africa countries.

Called “A’inouhum” (Arabic for “Help them”_, the fundraising telethon, which is part of a media campaign by DMI under the instructions from His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, is being broadcast on Noor Dubai TV channel, Noor Dubai radio station and Arabic daily Al-Bayan on Tuesday and today.

He also commended the “Save Them” fundraising telethon which got underway in Sharjah by Sharjah Charity Society through Sharjah Media Corporation (SMC) in response to the instructions by His Highness Dr Shaikh Sultan bin Mohammed Al Qasimi, Member of the Supreme Council and Ruler of Sharjah.

Shaikh Hamdan asserted that all these humanitarian efforts underline the determination of the UAE leadership to alleviate the impact of the unprecedented humanitarian catastrophe in the Horn of Africa which claimed tens of thousands of lives, mostly women and children. He appealed to good-doers and philanthropists in the UAE to donate to the Horn of Africa aid campaign for easing the suffering and saving lives of millions of needy people.

Over 165 million people in the Horn of Africa region are affected by the drought which hit Somalia, Djibouti and Ethiopia. During the past few weeks, around 29,000 children died of hunger.

The RCA urged citizens and residents to donate food items, goods and medicines to help in the aid provision efforts.

UN aid drive in Horn of Africa needs nearly $1b, official says

About 22% of humanitarian funds to Somalia come from UAE, Saudi Arabia, Kuwait, Qatar and other regional nations

Valerie Amos, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, said the UN humanitarian effort in the Horn of Africa still needs nearly $1 billion (Dh3.70 billion), out of a total a total of $2 billion, to meet the immediate needs.

About $1 billion is needed just for Somalia because of the famine, Amos told WAM in an interview.

"We already raised over a billion. Organisation of the Islamic Conference (OIC), in its recent meeting, pledged $350 million for Somalia, but it is not yet clear where that money will go."

"Donors from the Gulf and other Muslim countries have contributed a total of $69.2 million since the first of July. The OIC conference on August 18 in Turkey announced a pledge of $350 million," she added. She noted that 22 per cent of the money that has flowed into particularly Somalia recently has come from the UAE, Saudi Arabia, Kuwait and Qatar and other regional countries.

In terms of bilateral donations, Saudi Arabia has given $50 million for Somalia, Kuwait $41.4 million and the UAE Red Crescent Authority raised $40 million through a recent telethon, according to Amos.

The senior UN official is in Abu Dhabi on the first leg of a two-day visit to the UAE and Kuwait.

"We are looking to establishing a presence in Abu Dhabi. In Kuwait, I will be opening a regional workshop which will focus on the crisis in the Horn of Africa," she said.

Charitable organisations from the United Arab Emirates have so far collected Dhs210 million ($58m) in cash as aid for the Horn of Africa countries.

The collection which had started in the month of August excludes material assistance. Most of the aid is directed to Somalia, but other regional countries such as Kenya, Ethiopia and Djibouti have also benefited.

The revelation was made by a senior officer in the UAE Office for the Co-ordination of Foreign Aid (OCFA), Nabil Al Dhaheri.

Al Dhaheri was making a presentation during the second Annual Conference on Information Sharing for Better Humanitarian Action hosted by Kuwait’s International Islamic Charitable Organisation, and Direct AID in Kuwait City on Sept.11-13.

The workshop was graced by the UN Undersecretary-General in charge of Office for Co-ordination of Humanitarian Affairs (OCHA), also Emergency Relief Co-ordinator, Valerie Amos.

It was attended by dozens of organisations and government representatives from the Middle East and North Africa region, the Horn of Africa and the UK, and the Arab League and the Organisation of Islamic Conference (OIC). It was facilitated by the Integrated Information Network (Irin-Mena).

“We have so far reported only Dhs33.5m and pledges of Dhs3.75 to the United Nations Financial Tracking Service (UN FTS) towards relief efforts in the HoA,” he said, adding that “announcements regarding the allocation of nearly Dhs178m (mainly raised in telethons in the last days of Ramadan) are pending.”

The telethons were carried out by the UAE Red Crescent (Dhs80m); the Mohammed Bin Rashid Establishment/MBRE (Dhs67.25m; and Sharjah Charity Association (Dhs30.8m).

Of the declared Dhs33m, the UAE Red Crescent donated Dhs25.5m to Somalia besides pledging a further Dhs350,000, in addition to Dhs36,750 for Kenya. The organisation also gave out food aid to Somalia worth Dhs10m and engaged in health, multi-sectoral support as well as water and sanitation.

Other organisations that donated cash and food support were The Khalifa Foundation, Sultan Bin Khalifa Foundation for Scientific and Humanitarian Research and MBRE.

The rest was accounted by Khalifa Foundation (Dhs14m to Somalia)

Many other countries, mostly Arab and Islamic, revealed how their teams are on ground in Somalia “distributing relief aid.” These include Turkey, all the Gulf Co-operation Council member states and Iran.

The UAE government has joined hands with the Arab Federation for Food Industries and AR Group to roll out an ambitious initiative to support food security in the Arab world and address the famine in the African Horn. The initiative, to be spearheaded by the UAE ministries of economy and environment, will leverage the Second Arab Food Industries Forum 2012 as a strategic platform to tackle the critical food security status in the Horn of Africa countries.

The forum will be held on January 4 at Intercontinental Hotel, Dubai Festival City under the patronage of the UAE Ministry of Economy. It will witnesses wide participation by Arab Ministers of Economy and Agriculture; ministers from the Horn of Africa and top officials from regional and international organizations specialized in food industries and food security. They will discuss a range of important issues related to food security and food industries. Sultan Al Mansoori, UAE Minister of Economy, said the forum will play a key role in addressing food security in the Arab world and reduce the risk of famines in African countries. “The initiative will discuss the development of radical solutions to stimulate and promote food production through technology transfer, innovation and the adoption of best practices.

This is particularly crucial for the Horn of Africa countries, which is witnessing one of the worst food crises ever.” Al Mansoori said a range of effective solutions will be proposed at the Forum to address the food crisis that threatens lives of millions of people in the Horn of Africa. 'We look at this event as an ideal platform to highlight our national food industries, share experiences and build partnerships with leading companies.” 'We look forward to participating in a working paper on the evolution of the food industry in the UAE and to activate joint actions that support this vital sector in the Arab countries.' 'We are keen to review the challenges facing Arab food industries and to develop effective solutions and recommendations that would support the growth of these industries and enhance its competitiveness at the regional and international levels,' he added.

Al Mansoori said the UAE food industry's steady growth over the past years led the focus of the government to promote industries and drive economic diversification. “The growth in industrial infrastructure has contributed to the inception of some 150 food industries, with the food sector accounting for nearly 46 percent of the total volume of non-oil investments in the country,” he observed. Dr Rashid Ahmad Bin Fahad, Minister of Environment & Water, lauded the economy ministry for its support to the forum and its commitment to address food security in the Arab world and famine in the Horn of Africa. He said that the UAE's support to the Forum will enrich the debate and dialogue on the status of the best solutions and recommendations to promote the food industry in the Arab world while encouraging joint Arab action. Dr Haitham Al Jaffan, president of the Arab Federation for Food Industries praised the UAE’s move to adopt the initiative and host the forum. He called for an emergency plan to enhance food production to address the food security and shortage challenges. Emad Abu Rafi, director general of AR Group, the forum organizers, said the event will focus on arriving at solutions to address the food crisis in the Horn of Africa. He underlined the need to transfer specialized expertise in food production and modern farming techniques to ease famine and provide food resources to the countries experiencing a critical food crisis. He said that the revenues from the forum will go towards rehabilitating the victims of the famine in the Horn of Africa.
