Rehabilitation of Kashmiri Pandits

Due to onset of militancy in the State of Jammu and Kashmir (J&K) in early 1990s, most of the Kashmiri Pandit families along with some Sikh and Muslim families migrated from the Kashmir Valley to Jammu, Delhi and other parts of the country. Present number of registered Kashmiri migrant families is about 62,000. About 40,668 registered Kashmiri migrant families are residing in Jammu; about 19,338 registered Kashmiri migrant families are living in Delhi and about 2,000 families are settled in other states.

The Government announced a Comprehensive Package amounting to Rs. 1,618.40 Crore in the year 2008 for the return and rehabilitation of the Kashmiri Migrants, which provides for many facilities for the migrants e.g. financial assistance for purchase/construction/ repair of houses, construction of transit accommodation, continuation of cash relief, scholarship to students, employment/self-employment, assistance to the agriculturists and the horticulturist and waiver of interest on unpaid loan etc. The Prime Minister’s Package – 2008 is being implemented by the Government of Jammu & Kashmir. So far state government jobs have been provided to 1,553 migrant youths and one family has availed the benefit of Rs. 7.5 Lakh for construction of house. Also, 469 Transit accommodations have been constructed in the Kashmir Valley and these have been allotted to the newly appointed migrant employees under the Package.

The expenditure incurred by the State Government of Jammu and Kashmir in respect of relief and rehabilitation of the Kashmiri migrants is reimbursed by the Government of India under Security Related Expenditure (Relief & Rehabilitation) – SRE (R&R). An assistance of approx. Rs. 1,599.18 Crore has been provided to the Government of Jammu and Kashmir by the Central Government in this respect under SRE (R&R) since 1989-90.

No proposal to create separate zones exclusively for the Kashmiri Pandits in the State of Jammu and Kashmir is under consideration.

This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to a question by Shri P.Nagarajan, Shri Sudheer Gupta, Shri Lallu Singh, Shri Ashwini Kumar, Shri Gajanan Kirtikar, Kunwar Haribansh Singh, Shri Lalubhai Babubhai Patel, Shri B.Sriramulu and Adv. M. Udhayakumar in the Lok Sabha today.

Return to Valley birthright of Kashmiri Pandits: Union Minister Jitendra Singh | Zee News

Jammu: Hitting out at those opposing the government's rehabilitation plan for Kashmiri Pandits, Union Minister Jitendra Singh on Sunday said it was the birthright of the community to settle in the Valley and reiterated the Centre's commitment to their "honorable and safe return".


"Those who oppose the return and rehabilitation of Kashmiri Pandits to the Valley are spreading negativity, it is their birth as well as fundamental right to return to Kashmir Valley," Minister of State in the PMO Jitendra Singh said at a a function in Chinore area of Jammu today.

He said if Kashmiri Pandits, who are being denied their right to return, start raising questions on the people who oppose their rehabilitation then how would such leaders react.

"If the Kashmir Pandits living in various parts of the country start questioning these Kashmiri separatists and mainstream politicians... Then how would these so called leaders react?" he asked.

He said that the central government was committed to honorable and safe return of the Kashmiri Pandit community to Kashmir Valley.

Meanwhile, highlighting the achievements of the Narendra Modi government, Singh said in one year India has achieved what it could not do in the past six decades.

"The success of schemes like Jan Dhan Yojana and other social security schemes is a glaring example of the success of the Narendra Modi-led government," he said.

He said despite being ideologically different, entering with an alliance with PDP was a compulsion for BJP to respect the mandate of the people who voted for development and good governance. "That does not mean that we have compromised with our core ideology, our ideology remains the same, and we strongly follow the footsteps of people like Shyama Prasad Mukharjee" he said.

Singh said that the government would ensure development reaches every nook and corner of the state and not a single individual in the country is left out of this.

"Our aim is to take development to every nook and corner and if a single person is left untouched that would be a failure which we will never let happens," he said.

Taking a dig at Congress for targeting the Modi government, Singh said, "Congress leaders are unaware of the facts, they are giving statements which are far from reality. Congress should give attention towards its own leadership which is nowhere present on the ground," he said.

On the ongoing power tussle between the Delhi Lt Governor and the Chief Minister, Singh said it seems that no senior bureaucrat was willing to work under Arvind Kejriwal which was not a healthy sign. "It is important to take bureaucracy along to ensure the development of Delhi," he said.

Srinagar: A day after Jammu and Kashmir Assembly passed a resolution for the return of displaced Pandits to the Valley, hardline Hurriyat Conference chairman Syed Ali Shah Geelani today said while they welcome their return, separate settlements were unacceptable.

The separatist leader said the resolution in the assembly was a "political gimmick" and "we won't allow such colonies and will oppose as already stated by the Hurriyat".

In a statement in Srinagar, Geelani said, "We will welcome return of Pandits to the Valley. However any separate colony for their settlement is unacceptable."

He said Pandits "are a part of our society and we have always asked them to return and we will welcome if they are willing to settle within us and in our society.

"However, we will resent any decision about separate colonies and it will be opposed by one and all."

In a significant development yesterday, the Assembly passed a resolution for creating a conducive atmosphere for the return of the Kashmiri Pandits who were forced to leave the Valley 27 years back after militancy erupted.

On Friday, the Legislative Council followed suit and unanimously passed the said resolution.

The state government yesterday asserted it will go ahead with the proposal of setting up transit camps for the displaced community.

Last Monday, Chief Minister Mehbooba Mufti had also slammed those opposed to transit accommodation for Kashmiri Pandits in the Valley, and questioned how the return of "our people" could bring about a demographic change.

Rehabilitation of Kashmiri Pandits

Due to onset of militancy in the State of Jammu and Kashmir during early 1990s, most of the Kashmiri Pandit families along with some other families migrated from Kashmir valley to Jammu, Delhi and other parts of the country. At present, there are about 62,000 registered Kashmiri migrant families in the country.

The State Government of Jammu and Kashmir has informed that no cases of threat to Kashmiri Pandits living in the valley have been reported.

The State government has allotted flats to 31 such Kashmiri Pandit families, who did not leave the valley during 1990s. These flats were constructed under the Scheme approved in 2008 by the Government of India for rehabilitation of Kashmiri migrants. Further, the Government of India has sanctioned a scheme on 4th December 2015 for providing 3000 additional State Government jobs to Kashmiri migrants and construction of 6000 transit accommodations in the Kashmir valley. The Kashmiri Pandit families who did not leave the Kashmir valley during the terrorist violence in the State of Jammu and Kashmir in early 1990s and who are still residing in the Kashmir valley are also eligible for the benefits under the scheme.
