No.
Both weapons will be used by the IAF in an air to ground capacity, however.....

The SAAW will be used to destroy bunkers, concrete runways that are steel reinforced and other similar structures, making it nigh-impossible for enemy aircrafts to takeoff.
Its a unique weapon that a surprising number of countries don't have.

NG-ARM on the other hand has a seeker that detects radio waves and homes in on installations like radars, jammers and other radio emission communication platforms.
Basically for SEAD missions.
