Help the minorities in Pakistan. Make sure they are not compelled to seek asylum in India in large numbers.
Currently several hundreds of them are seeking asylum to avoid persecution.
Also, you could pressure your government to stop sending TTP kind of rag tag and scum terrorists in Kashmir. That will also reduce anti terror spending
and would directly benefit your Indian Kashmiri brothers and sisters because several of them are being slaughtered by these jihadis and TTP style mujahideen.

This would be good for a start.
