You are wrongly translating the notification. Nowhere it is written that people would be given arms, nor even that they would be required to have arms. There is no mention of Indian aggression, either. Here is brief of correct translation:

"Members of the Village Defense Committees, established within 5 kilometer of LOC, would be exempt from Arms License Issuance or Renewal Fees, subject to the notification and verification by the concerned District Magistrate and Assistant Commissioner, respectively."

It only implies that those members of the Committees, who have licensed arms, would be exempt from paying license/renewal fees.

I would prefer mongol strategy against india.
Babur strategy is also good.
It would be wise to shift all wazir and mehsud tribes to Kashmir and allow them to go on with their usual business of weapons.
India would understand themselves what killing civilians could bring them.
