Get real, IIT is not even in the top 100 institutes of the world. Indian vedic standard is unfortunately not so recognized in the world as you guys would have loved to.

Shanghai is a big financial hub by size supporting a big domestic economy, however due to tight regulation it isn't exactly international in nature. If BD wants to build Chittagong into an international hub, may consider build a SEZ (Special Economic Zone) aiming at attracting international finance-related firms to come settle. Small geographies but major international financial hubs like Hong Kong (which maintains a different legal/financial system to mainland), Singapore, Zurich, Luxemburg, Cayman Island, are good case studies. A few sq.km of SEZ in Chittagong with modified legal system, modified tax-financial system, and excellent infra, maybe helpful.

It's an opportunity for BD to build an international hub in IOR between Singapore & Dubai, not easy but not impossible, good luck guys!
