The draft called for changing the government interpretation of the Constitution regarding the right to collective self-defense and preparing legislation that would allow Japan to come to the aid of allies that fall under military attack.

Shinzo Abe, who was elected president of the Liberal Democratic Party in September, said if his conservative opposition party regains power in the next Lower House election, he will lift the current ban on exercising the right to collective self-defense.

In July, Prime Minister Yoshihiko Noda also expressed willingness to consider changing the government interpretation to enable Japan to exercise the right.

The right to collective self-defense refers to the right under international law for a country to launch a counterattack after an ally is attacked.

Under the government's current interpretation of the Constitution, Japan possesses the right to collective self-defense but cannot exercise it.

In a more radical proposal, the Japan Restoration Party will call for abolishing the stationing of foreign military forces in Japan by 2045, the centenary of the end of World War II.
