I've personally seen Ayaz Sadiq's car and a squad car on the parking apron right beside the stairs, and then Mr Ayaz Sadiq got off while all the passengers were stopped on the aircraft door and His Highness disembarked. Now that is called an apron. And ANY sort of unrelated vehicle is not allowed in that restricted space. This was on an Emirates flight.

In Europe and US and even at DXB, you have to pass a special test and get a license to drive airside in active areas.
