Yes since India is the upper riparian it has no responsibility to other countries in the region. I guess that is why India doesn't whine when the Chinese do the same thing to it ...

We already abide by our responsibility in IWT with Pakistan. Everytime Pakistanis tried to challenge us on that , they lost it big time. As far as Bangladesh is considered yes, we should have a deal like IWT with you. The again, I have always seen Bangladeshis complaining about excess water not the lack of it. Being an upper riparian , its not our responsibility to absorb excess water during rainy season or is our responsibility to build dams for your sake..its your job.

As far China building dams is considered, I think it was sufficiently explained in other threads that BD will be ultimate loser of that endeavor as we have sufficient tributaries of Brahmaputra that originates inside Indian territory.

Its US who causes more rain using HAARP and India that causes floods in Pakistan (god knows how).
