Pakistan's current government is garbage, too much political instability and an attempt of an imposition of unpopular leaders onto the public.

Second, I don't think Afghans would want to be annexed by anyone. They may favor trade and economic cooperation.

China along with a competent Pakistani government can fill in that gap in much needed cooperativity with Afghanistan. However, I don't think Afghans would want to be annexed or join anyone at this moment.
