These people cannot be regulated. I think they tried in Musharraf era by offering them money for their shops and jobs in POF but they declined.

What we need to do is bring these people into the 21st century and away from their tribal/centuries old mentalities. That is the only way and the key to achieving it is education and integration.

That's because we tried taking away what they believe to be an integral part of their culture.

Keep them in the same field, but regulated to ensure build quality and control sales.
